The contractor must also prepare an EA analyzing up to three alternatives (no action, proposed VMP, and VMP with modifications) that addresses air quality, areas of critical environmental concern, cultural resources, fuels and fire management, human health and public safety, lands and realty, recreation, migratory birds, rangeland, soils, threatened or endangered species, vegetation, water quality, wilderness, and wildlife. Additional deliverables include a project schedule and management plan, external scoping letter/postcard, comprehensive scoping report, Finding of No Significant Impact (FONSI) if appropriate, Decision Record draft components, and an electronic indexed Decision File. All products must comply with Section 508 accessibility standards. Optional tasks include facilitating a virtual external scoping meeting and assembling administrative records for litigation support and FOIA response.

The period of performance runs from October 15, 2026, through October 14, 2027, with all deliverables due per the contractor-proposed project schedule. The contractor must designate key personnel including a Project Manager (5+ years NEPA/Land Use Planning experience, bachelor's degree minimum), Environmental Planner (5+ years NEPA document preparation with 3+ years BLM support), Geospatial Analyst (3+ years applied GIS experience), and specialists in air quality, archaeology, ecology, wildlife biology, hydrology, fire management, recreation, rangeland management, and soil science (each requiring 3+ years relevant experience and bachelor's degrees). The BLM will provide a Contracting Officer's Representative (COR), project manager if necessary, stakeholder lists, available data and metadata, Interdisciplinary Team participation, document templates, and management of the ePlanning National NEPA Register.

Attachment 1: Statement of Work for KFO Vegetation Management Plan and Environmental Assessment

Section 1: Background

The Bureau of Land Management (BLM) Kingman Field Office (KFO) is seeking assistance with the preparation of a Vegetation Management Plan (VMP) and Environmental Assessment (EA). The KFO manages about 2.4 million acres of public land in northwestern Arizona, south and east of the Colorado River (Map 1). Within this area, KFO manages 12 Areas of Critical Environmental Concern (ACECs), approximately five river segments under consideration for Wild and Scenic River designation, 85 active grazing allotments, three Herd Management Areas, nine Wilderness Areas, and habitat for numerous sensitive, threatened, and endangered species (BLM 1993, 1995, 2023a).

Vegetation communities within KFO are diverse with five Major Land Resource Areas that occur within the field office, including Colorado Plateau, Mogollon Transition North, Mogollon Transition South, Mojave Basin and Range, and Sonoran Basin and Range (NRCS 2006) (Map 2). Vegetation communities include aspen communities, ponderosa pine associations, pinyon-juniper woodland, Great Basin and Plains grassland, semi-desert grassland, desert scrub, interior chaparral, and riparian. The plant composition, structure, and function of these vegetation communities have historically been affected by factors including grazing, drought, climate change, historic suppression of natural wildfire, and the introduction and spread of invasive species.

The BLM is responsible for managing vegetation communities within its jurisdiction to serve the broader resource objectives of applicable resource management plans (RMPs) and land use plans. The Kingman RMP (BLM 1995) lists the following resource/area goals and objectives:

- “Implement management prescriptions to restore and maintain riparian-wetland areas so 75 percent or more are in proper functioning condition and good or better ecological status by 1997” (Resource Area Goals, p. 17);

- “Maintain and enhance wildlife habitat to ensure viable populations and natural diversity” (Resource Area Goals, p. 18);

- “Preserve and enhance threatened and endangered species and their habitats” (Resource Area Goals, p. 18);

- “Determine ecological site conditions and potentials; manage vegetation for desired plant communities which will maximize multiple use benefits and maintain a thriving natural ecological balance” (Resource Area Goals, p. 18);

- “Rehabilitate all surface disturbances to the extent practicable at the end of use to protect soil, vegetation, water and other environmental values and to blend the disturbed site into surrounding terrain and settings” (Resource Area Goals, p. 18);

- “Close and rehabilitate roads where there is no public or administrative need to keep them open” (Areas Requiring Special Management, p. 19);

- “Land treatments to manage vegetation or practices to reduce erosion should be planned, implemented and maintained to minimize adverse impacts on water quality” (Rangeland Management, p. 24);

- “Vegetative treatment projects are implemented where plant cover or soil productivity is being lost, to achieve a desired plant community or to meet activity plan objectives. Such treatments include mechanical treatments (chaining), herbicide applications, prescribed fir e, reseeding and construction of control structures. Seeding may include mixtures of native and naturalized species found growing in the geographic area” (Rangeland Management, p. 24).

Additionally, objectives within the Arizona Statewide Land Use Plan Amendment for Fire, Fuels, and Air Quality Management (Arizona Fire LUPA) include: “[…] adaptive management for wildfire; allow wildfire to resume a more natural ecological role within each ecosystem; the use of prescribed fire; and mechanical, chemical or biological treatments to meet resource objectives and reduce hazardous fuels on public land inside and outside Wildland-Urban Interface (WUI) areas.” “Each vegetation community is maintained within its natural range of variation in plant composition, structure, and function, and fuel loads are maintained below levels that are considered to be hazardous” (BLM 2004, p. 2-1). Desired Future Conditions are detailed within Table 2.1 and Appendix C within the Arizona Fire LUPA.

KFO currently uses manual, mechanical, chemical, and prescribed fire treatments to reduce wildfire risk and maintain and restore vegetation communities on BLM-managed lands on a project-by-project basis.

KFO has determined that a landscape-scale approach to Integrated Vegetation Management (IVM) is needed to manage vegetation communities more effectively. KFO is seeking assistance with developing a field office-wide VMP and associated EA. The VMP would outline treatment methods to maintain and restore KFO vegetation communities to meet objectives identified by the land use plans, as outlined above. The EA would analyze and disclose the potential impacts of a proposed plan and alternatives.

Section 2: Scope and Schedule

The Contractor shall develop a VMP that provides treatment options to maintain and improve vegetation communities and to meet KFO vegetation and fire and fuels management objectives. The Contractor shall also prepare an EA to analyze and disclose the potential impacts of the VMP and alternatives.

Resources analyzed in detail within the EA could include air quality, areas of critical environmental concern, cultural resources, fuels and fire management, human health and public safety, lands and realty, recreation, migratory birds, rangeland, soils, threatened or endangered species. vegetation, water quality, wilderness, and wildlife. The analysis area for the VMP includes all BLM-managed land within KFO jurisdiction (Map 1). This will require coordination and work with the KFO’s Interdisciplinary Team (ID Team) and field managers.

Contract deliverables for the VMP and EA include developing a project schedule and management plan;

coordinating regular project management meetings with project leadership, including preparing and distributing agendas and meeting notes in a timely manner; preparing and sending a letter or postcard, as well as up to three maps, for external scoping and posting on BLM’s ePlanning National NEPA Register (ePlanning); compiling a scoping report that documents comment responses; ensuring that any substantive comments received during external scoping are appropriately addressed in the EA; preparing a Finding of No Significant Impact (FONSI), if appropriate; assisting BLM with drafting a Decision Record; and compiling and maintaining the project Decision File.

Optional tasks are subject to availability of funding and may be executed in any order, simultaneously, or not at all. These tasks include facilitating an external scoping virtual meeting; and assembling the Administrative Record for litigation support and FOIA response.

The VMP shall include the various treatment methods to achieve desired future conditions of vegetation communities within KFO. Treatment methods should be selected based on the vegetation community and may include a combination of prescribed fire, manual, mechanical, chemical, and prescribed grazing treatments, seeding, transplanting vegetation, and erosion control and stream restoration structures. The VMP should also include fence construction to manage grazing utilization to protect treatments and development of water facilities to replace the loss of livestock and wildlife water resources during and after treatments. The VMP shall include a geospatial analysis documenting the status and trends of vegetation communities and identifying vegetation communities that have departed from desired future conditions and objectives including wildfire risks and threats. This assessment may include analysis of KFO’s internal datasets as well as external resources. This assessment should provide KFO with information to identify priority treatment areas that align with land use plan objectives. In addition to priority treatment areas identified through geospatial analysis, the VMP will allow KFO’s ID Team to identify additional treatment areas through future assessment of vegetation communities during site visits and evaluation of monitoring data, reports, and various resources.

Endangered Species Act Section 7 Consultation: BLM Arizona produced a programmatic statewide Biological Assessment (BA) for vegetation treatment projects and engaged with United States Fish and Wildlife Service (USFWS) in programmatic Endangered Species Act (ESA) Section 7 Consultation (BLM 2025a). In September 2025, USFWS concurred with BLM’s effects determinations that the proposed project may affect but is not likely to adversely affect the species and critical habitats addressed. Within the corresponding Biological Opinion (BO), USFWS categorized levels of further coordination needed into three tiers. If treatments incorporate all conservation measures listed in the BA, USFWS concurs with BLM’s effects determination and no further coordination is needed. For treatments that deviate from the proposed action or treatments that can incorporate all conservation measures except one or more measures, BLM must provide the USFWS with additional site-specific information and additional conservation measures for consideration for coverage under the programmatic consultation (USFWS 2025). For projects that the programmatic consultation does not cover, informal or formal project-specific consultation is necessary. KFO expects that many of the treatments included in the VMP will align with BLM Arizona’s BA. Conservation measures identified in the BO shall be incorporated into the VMP to the extent practicable. At BLM KFO’s discretion, the BLM may conduct follow-up consultation with USFWS to address concerns with discrepancies between treatments proposed within the VMP and USFWS-approved conservation measures.

National Historic Preservation Act Section 106 Consultation: Land management agencies within Arizona cooperatively developed the Arizona Vegetation and Range Management Programmatic Agreement (PA) to establish alternative procedures for implementation of Section 106 of the National Historic Preservation Act. The PA covers a variety of vegetation and range management activities that are expected to have effects on historic properties that are similar and repetitive or regional in scope.

KFO plans to adhere to this PA for tribal coordination for the overall project.

The herbicides and treatment methods identified within the VMP must align with those analyzed within three Programmatic Environmental Impact Statements (PEIS): Final Vegetation Treatments Using Herbicides on Bureau of Land Management Lands in 17 Western States Programmatic Environmental Impact Statement (BLM 2007), Vegetation Treatments Using Aminopyralid, Fluroxypr, and Rimsulfuron (BLM 2016), and Final Programmatic Environmental Impact Statement Addressing Vegetation Treatments Using Herbicides (BLM 2023b). These documents analyze the effects of herbicides for treating vegetation on public lands in the 17 western states and identify impacts on the natural and human environment associated with herbicide use. The corresponding Records of Decision (RODs) approved the use of the listed herbicide active ingredients on BLM-managed lands in the 17 western states as outlined in the proposed actions. Appropriate Standard Operating Procedures and conservation measures identified in these PEIS RODs shall be incorporated into the VMP.

The period of performance (POP) for this contract is from October 15, 2026, through October 14, 2027.

The Contractor will identify a schedule for completion of tasks within this POP.

Section 3: Tasks to be Performed

Task 1: Kickoff Meeting, Project Meetings and Project Management The Contractor shall schedule and conduct an initial virtual kickoff meeting within fifteen (15) calendar days of the POP. During this meeting, the Contractor and KFO will review the scope of work (SOW), discuss the draft work plan and preliminary schedule, and address any outstanding topics. Following the kickoff meeting, the Contractor shall revise the work plan and schedule as necessary based on feedback received. Within fifteen (15) calendar days following the kickoff meeting, the Contractor shall submit an updated work plan and preliminary schedule. The work plan must outline the tasks and methodologies to be used to complete the project within the 12-month/75-page requirements for Environmental Assessments and within the defined POP. The work plan shall include a detailed schedule showing anticipated completion times for each task. The Contractor shall be responsible for maintaining and updating the project schedule throughout the duration of the project to reflect progress and any necessary adjustments.

To ensure ongoing coordination, the Contractor shall organize and lead biweekly virtual project management calls. The Contractor will be responsible for preparing and distributing meeting agendas in advance, capturing meeting notes, and providing those notes to the BLM Project Manager. If both the Contractor and BLM agree that a scheduled call is not necessary during certain phases of the project, the call may be canceled. Depending on the stage of the contract, the frequency of calls may increase or decrease as needed. The Contractor shall distribute notes from each biweekly call to all participants and other interested parties as identified by the BLM.

The Contractor shall assist BLM as necessary in coordinating with any Cooperating Agencies, identified participating agencies and Tribes with jurisdictional authority or special expertise over resources that could be impacted by the proposed project.

Task 2: Section 508 Compliance The BLM shall review and approve the template of all documents and products prior to their production.

All products that will be made publicly available shall comply with the requirements of Section 508 of the Rehabilitation Act of 1973, as follows:

Electronic content that will be made publicly available must be Section 508 Compliant by meeting current Web Content Accessibility Guidelines (WCAG) standards and conformance requirements. Electronic content includes but is not limited to: PDF files, Microsoft Word documents, Microsoft Excel documents, Microsoft PowerPoint files, Adobe InDesign files, audio files, video files, and multimedia files.

Documents and products intended for publication shall be prepared from 508 compliant templates. Guidance on Section 508 compliance is available at https://www.section508.gov/create/documents/.

The Contractor must provide proof that the electronic document is Section 508 compliant up to current Web Content Accessibility Guidelines (WCAG) standards by delivering an Accessibility Conformance Report (ACR). An example of an ACR would be an Adobe Acrobat Accessibility Report including additional confirmation that the document’s reading order, tag structure, and color contrast were manually confirmed for compliance. The ACR must be delivered with the final version of the content prior to publication.

Task 3: Develop VMP For the development of the VMP, KFO will provide the Contractor with desired future conditions of vegetation communities, priority treatment areas to reduce wildfire risk (e.g. WUI areas) within KFO, and compatible treatment methods to achieve these conditions. The Contractor will work with the resource specialists to understand the VMP needed to proceed with the proposed vegetation management goals and implementation strategies. The Safford Field Office Vegetation Management Plan EA (BLM 2024) and Dillon Field Office Programmatic Vegetation Management EA (BLM 2025b) may be referenced as an example VMPs (consolidated into EAs); however, vegetation communities, management objectives, treatment methods, and resource concerns differ from those within KFO.

The Contractor shall develop a landscape-scale VMP for BLM-managed land within KFO outlining vegetation management goals, treatment types, implementation strategies, project design features, and mitigation measures. The VMP shall include a geospatial analysis to identify potential treatment areas by documenting the status and trends of vegetation communities and identifying vegetation communities that have departed from desired future conditions and objectives. This assessment may include analysis of KFO’s internal data, including rangeland trend monitoring data, terrestrial AIM data, and proper functioning condition (PFC) assessments, as well as external resources, including but not limited to Wildfire Risk layers (e.g., WUI Silvis), Natural Resource Conservation Service’s (NRCS’s) Soil Survey Geographic Database, NRCS’s Ecological Site Descriptions (ESDs), NRCS’s State and Transition Models (STMs), aerial imagery, LANDFIRE data, and Rangeland Analysis Platform (RAP) data. In addition to potential treatment areas identified through geospatial analysis, the VMP will allow KFO’s ID Team to identify additional treatment areas through future assessment of the vegetation communities during site visits and evaluation of monitoring data, reports, and various resources. Methods used to assess vegetation condition may include but are not limited to those outlined in BLM’s Integrated Vegetation Management Handbook (BLM 2008).

The Contractor will receive current GIS data of all linear features, boundaries, and land status in KFO and work with BLM specialists to develop geospatial products for the VMP.

The Contractor will provide KFO a draft VMP with included geospatial analysis consistent with the project schedule. The Contractor shall include any geospatial products developed in GIS format with associated metadata. The BLM will review the document and provide feedback (using track changes and comments within Microsoft Word) within thirty (30) calendar days. The contractor shall respond to BLM comments and produce a revised draft for BLM’s review and approval. Once approved by the BLM, the Contractor will finalize the VMP and provide the BLM with finalized copies of the VMP (suitable for posting on ePlanning) in accordance with the project schedule.

Task 4: Conduct External Scoping for EA The Contractor shall develop a letter/postcard to stakeholders for external scoping for review and approval by KFO. The Contractor shall electronically send the letter/postcard to stakeholders with working email addresses. For stakeholders without working email addresses, the Contractor shall send the letter/postcard via USPS. KFO anticipates that most stakeholders have working email addresses and no more than 20 letters would be sent via USPS. KFO will provide the Contractor a list of stakeholders, including government to government/Tribal and cooperating agencies to include.

Contractor shall provide a comprehensive scoping report that organizes and summarizes substantial comments by theme collected during the scoping period and develops comment responses.

KFO shall review and approve letter/postcard prior to its production. All products that will be made publicly available shall comply with the requirements of Section 508 of the Rehabilitation Act of 1973 as noted in Task 2. KFO will post the materials and scoping report on ePlanning.

Task 5: Develop Environmental Assessment (EA)_ The Contractor shall set up a meeting with KFO’s resource specialists based on the Contractor’s finalized schedule to discuss the EA needed. The Contractor shall prepare an EA to analyze and disclose the potential impacts of the VMP and alternatives. The EA will analyze up to three alternatives: the no action alternative, the proposed VMP, and the VMP with modifications. Resources analyzed in detail within the EA could include air quality, areas of critical environmental concern, cultural resources, fuels and fire management, human health and public safety, lands and realty, recreation, migratory birds, rangeland, soils, threatened or endangered species, vegetation, water quality, wilderness, and wildlife.

The Contractor shall ensure that any substantive comments received during external scoping are appropriately addressed in the EA.

The Contractor shall provide KFO the draft EA based on the project schedule. The Contractor shall submit separate chapters to KFO for review as they are ready. A preliminary draft of Chapter 2, Alternatives, is especially helpful in making sure that the agency and Contractor are on the same page before the full impact assessment is completed. The Contractor shall include any geospatial products developed in GIS format with associated metadata. The BLM will review the submitted documents and provide feedback (using track changes and comments within Microsoft Word) within twenty (20) calendar days of submission. The contractor shall respond to BLM comments and produce a revised draft for BLM’s review and approval. Once approved by the BLM, the Contractor shall finalize the EA and provide the BLM with finalized copies of the EA (suitable for posting on ePlanning), a draft FONSI (if appropriate) and draft components of a Decision Record for Authorized Officer (AO) review, timeline based on Contractor proposed schedule. During the BLM review, the AO shall have the opportunity to address any required edits or changes to the document.

Task 6: Decision File The Contractor shall compile and record the Decision File for the EA. The Decision File is the set of documents and materials that the BLM considered, directly or indirectly (e.g., through staff), in making the final decision. The Decision File shall include all the factual, technical, and scientific material or data used to prepare the VMP and the EA, or considered in making the decision for the EA, whether or not those materials or data support the decision. The Contractor shall provide keywords for staff to search and compile e-mail correspondence for the Decision File. The contractor shall provide an e-mail address to KFO for staff to forward e-mail correspondence to. The Contractor shall compile the emails sent from the team.

Assembling the Decision File may include: reviewing materials for relevancy; preparing separate indices of the documents relevant to the EA (including separate indices for any privileged or FOIA exempt documents); and preparing a final record. The Contractor shall house the Decision File electronically in a searchable SharePoint and catalog it according to the BLM’s policy.

OPTIONAL TASKS

Optional tasks are subject to availability of funding and may be executed in any order, simultaneously, or not at all.

Optional Task 1: Facilitate External Scoping Meeting for EA The Contractor may be tasked to schedule, prepare materials for, and facilitate a preliminary virtual public scoping meeting with the goals of identifying resource concerns and discussing alternatives.

Consistent with Task 4, outlined above, Contractor would provide a comprehensive report that summarizes substantial comments, by theme, collected during the scoping period and develop comment responses by theme. The Contractor would host the meeting on appropriate virtual platform (such as Teams or Zoom for Government). The BLM anticipates no more than 50 external attendees.

KFO will provide Contractor with a list of stakeholders, including Tribal and cooperating agencies forty-five (45) calendar days prior to the meeting date.

KFO shall review and approve the template of all meeting materials prior to their production. All products that will be made publicly available shall comply with the requirements of Section 508 of the Rehabilitation Act of 1973 as noted in Task 2.

Optional Task 2: Litigation Support and FOIA Response The Contractor may be tasked to support the assembly, organization, indexing, updating, maintaining and copying of documents from the Decision File for the Administrative Record (AR) submitted to a court for lawsuits. All record documents within the AR shall be consecutively organized with Bates numbering. ARs that would be submitted to a court in response to a lawsuit shall be converted to portable document format, indexed with hyperlinks, and placed on a single flash drive. Multiple copies may be required depending upon the number of parties to the case. This task may also include correcting, amending or supplementing the AR as necessary throughout the litigation process.

The Contractor may also be required to support assembling responses to Freedom of Information Act (FOIA) requests from the Decision File. This task would include reviewing the FOIA request and searching the Decision File for responsive documents.

Section 5: Government Furnished Items and Services

The BLM will:

Assign a COR to act as a single point of contact for the Contractor.

Assign a BLM Project Manager, if determined necessary to support the project (this may be the same individual as the COR).

Provide a current list of stakeholders and contact information Provide a list of available data which may include available format(s) and metadata.

Provide IDT participation, which will be scheduled to the mutual agreement of the Contractor and the BLM, a specified number of days in advance of the virtual meeting. IDT will provide necessary resource information based on the agreed upon schedule.

Provide all necessary document templates for the EA, FONSI, and Decision Record.

Add to the Decision File, if necessary, and review the final Decision File provided by the

Contractor.

Schedule BLM review periods.

Update, compile, reformat, and furnish data from the BLM’s databases as needed for use in the

VMP and EA.

Manage and update the project on ePlanning.

Section 6: Contractor Furnished Items and Services

The Contractor shall furnish all labor, equipment, supervision, transportation, travel, materials, supplies, and incidentals, except those indicated as government-furnished, to perform all work necessary for completion tasks in this Order.

Section 7: Key Personnel

The Contractor shall designate key personnel in its organization and key roles that meet the minimum requirements listed below. Resumes shall be submitted for each Key Personnel position. Additional years of experience or higher education may be substituted to meet the minimum requirements for all positions (EXCEPT the Socioeconomic Specialist), if pre-approved by the BLM CO and COR. All Key Personnel included in the quote MUST be the same individuals assigned to the project. Reference NEPA BPA PWS Section 8.3 for specifics on replacing Key Personnel and approvals.

At least 3 years of applied GIS experience with proficiency in spatial analysis relevant to vegetation management and NEPA support.
