About this opportunity
The Bureau of Land Management Idaho Region seeks double-pass chaining treatment on 1,334 acres of pinyon pine and juniper vegetation at Alligator Ridge in White Pine County, Nevada, with proposals due September 8, 2026. The procurement is a Total Small Business set-aside under NAICS 115310 (Support Activities for Forestry), with a size standard of $34.0 million.
Work is performed approximately 80 miles northwest of Ely, Nevada, and runs from September 21, 2026, through March 30, 2027. The contractor must furnish two dozers with skilled operators, GPS/navigation equipment capable of uploading shapefiles, communication systems between operators, labor, supplies, and all equipment necessary to complete the work. The government provides the Ely anchor chain assembly (estimated 22,000 to 28,500 pounds), seed dribblers, antelope bitterbrush seed, and project maps. During the second pass, the contractor applies bitterbrush seed at approximately one pound per acre. The contractor must clear vegetation from roads and trails intersecting the chaining units, transport and assemble government-furnished equipment, and perform site cleanup including equipment washing for noxious weed prevention.
Payment is per-acre for fully treated (double-chained) acreage, with billing permitted at 50 percent of the quoted rate upon completion of the first pass. Work must be completed within the specified timeframe; weather-dependent stop-work conditions apply. No extensions are granted for timing restrictions except weather-related delays. A mandatory pre-work conference occurs within 15 days of award. Technical questions are due September 1, 2026. Contractors must be registered in SAM and provide UEI and CAGE code with submissions. Prevailing wage rates apply, including fringe benefits; Forestry Equipment Operators are compensated at $22.82 in combined monetary wage and fringe. Evaluation follows FAR Part 12 commercial procedures, assessing technical capability, relevant experience, past performance, and price; the government reserves the right to make no award or select other than the lowest-priced quoter.
