About this opportunity

The Bureau of Land Management Colorado Region is soliciting bids for the Zapata Falls Campground Improvements Phase 1 project, which involves converting existing day-use picnic sites into full campgrounds with back-in parking spaces at the Zapata Falls Recreation Site in Alamosa County, Colorado. The comprehensive construction work includes excavation and placement of earthen materials, installation of rock retention walls, demolition of existing day-use areas, installation of precast concrete picnic tables and fire rings, placement of bear-proof trash cans, scarifying disturbed areas, and importing aggregate surfacing materials. Contractors must maintain active SAM.gov registration, comply with Davis-Bacon Act wages, provide bid and performance bonding at 20% of contract price, and submit firm fixed-price proposals. The evaluation criteria prioritize past performance over price, with awards based on confidence levels derived from relevancy, recency, and customer satisfaction of similar projects completed within the last three years. The solicitation response deadline is August 25, 2025, with work scheduled to be completed by May 30, 2026.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction), though the BLM encourages participation from all small business subcategories including Small Disadvantaged, Woman Owned, Service Disabled Veteran, HUBZone, 8a, and Indian Small Business Economic Enterprises. The contract value is estimated between $100,000 and $250,000, with a performance period from September 1, 2025, to May 31, 2026, totaling 272 contract days. Key project quantities include installation of 14 fire rings and picnic tables, placement of 1,426 tons of aggregate surfacing, construction of boulder retaining walls using 590 tons of 2-3 foot diameter boulders, and installation of 60 linear feet each of 18-inch and 24-inch corrugated steel culverts. The work site is located approximately 29 miles north and east of Alamosa along CO-150 N, with specific coordinates at latitude 37°37'17.85"N and longitude 105°33'34.48"W. Work is restricted to Monday through Friday during daylight hours, with contract time paused when snow or snowmelt prevents construction activities.
