About this opportunity
The Bureau of Land Management, Colorado State Office seeks construction of approximately 15,887 feet of 3-strand wire fence within the Winter Flats-Deer Park and Red Rock grazing allotments near De Beque, Colorado, with offers due September 10. The procurement is set aside as an Indian Small Business Economic Enterprise under 25 USC 47, foreclosing competition outside that category.
Place of performance is De Beque, Colorado. The period of performance runs from September 30, 2026 to May 14, 2027. Scope includes clearing of fenceline corridors to a maximum 4-foot open width, construction of 3-strand wire fence (2 barbed, 1 barbless) with stress panels and corners, installation of 2 cattleguards on County Road V with vehicular treads of at least 20 feet, construction and installation of 5 gates (four 12-foot barbed wire gates and one 4-foot metal gate), and site cleanup and reclamation. The contractor must furnish all materials, labor, and equipment, comply with all environmental protection requirements including avoidance of BLM sensitive plant species and coordination with a BLM-provided biological monitor, and halt work if archaeological materials are discovered or road rutting exceeds 3 inches during wet conditions. The contractor is required to travel to support the requirement.
The contract is firm-fixed-price issued under FAR Parts 12 and 13. Award ceiling is $19 million for NAICS 238990. Performance and Payment Bonds are required 10 calendar days following award. Domestic construction materials are required under Buy American, and Davis-Bacon wage rates apply (CO20260002). Liability insurance minimums are $500,000 per person, $2,000,000 per occurrence, and $1,000,000 property damage. Evaluation considers technical experience, staffing plans and key personnel, work plans, price reasonableness, and past performance from SAM.gov and CPARS.gov, with non-priced factors being significantly less important than cost. Invoicing and payment are processed through www.ipp.gov with 14-day prompt pay and progress payments. The contracting officer is Scott Voigt (scott_voigt@ios.doi.gov).
