Period of Performance: September 30, 2026 to May 14, 2027
Statement of Work (SOW)
The Bureau of Land Management (BLM) Grand Junction Field Office (GJFO) is requesting bids for the construction of approx. 15,887 feet (3 miles) of new construction 3-strand wire fence within the Winter Flats-Deer Park and Red Rock grazing allotments. The project area lies roughly 11 miles west of De Beque, Colorado, accessed via County Road V 2/10 (see Map A in Appendix A). Notice to Proceed is expected to be issued approximately September 30, 2026 and work on this project will be completed by May 14, 2027.
Consideration will be given to delays caused by bad weather, wet road conditions or other extenuating circumstances deemed allowable by the BLM Representative.
Deliverables:
Feature design specifications and drawings of all individual fencing elements are included in Appendix B:
1. Clearing of fenceline corridor
a) Machine clearing shall be accomplished using a small crawler tractor or brush beater. The Contractor shall also hand clear vegetation with chain saws, hand saws or similar to provide a maximum open width of 4 feet along the new fence alignment.
b) Clearing will be required along the majority of the proposed fence alignments. Areas excluded from machine clearing will be flagged prior to initiation of clearing.
2. Construction of approximately 15,887 feet (3 miles) of fence
a) Fence is 3-strand wire fence (2 barbed, 1 barbless)
b) Distance is the best approximation based on 2-D mapping. Actual length may vary
c) Specification sheets for design of stress panels and corners is included in
Appendix A
3. Installation of 2 cattleguards on County Road V 2/10 road, (see Fence Overview Map
B and East Detail Map C for locations)
a) Cattleguards will have vehicular treads of not less than 20 feet, with the length along the line of traffic not less than 8 feet
4. Construction and installation of 5 gates
a) 4- 12ft Barbed wire gates
b) 1- 4ft Metal gate
c) See Map C and D for locations of gates
5. Cleanup/reclamation of site
a) All material not used in construction will be removed from the site
b) All flagging will be removed
c) Any piled dirt will be recontoured to match the site
d) Any large vegetation removed from fenceline should be chopped up and redistributed on the site.
The approved fence alignment will be surveyed and flagged by the BLM Representative (see Map B). The alignment must be followed exactly as marked in the field and supplied mapping products unless the BLM Representative directs otherwise.
Invoice may be submitted when BLM Representative documents completion of all stated deliverables.
Contractor is responsible for furnishing all materials including gate closures, gate posts and wood gate stays, cattleguards (including wings and foundations), and any equipment needed for installation.
In addition to following all design specs and layout for fence, contractor will be in full compliance with environmental protection requirements following:
Environmental Protection Requirements
1. BLM Sensitive Species plants Naturita milkvetch, DeBeque milkvetch, and Colorado hookless cactus will be avoided during construction. These plants will be located and flagged by BLM prior to construction to help with avoidance and direct impacts to plants by foot or equipment traffic within the area.
2. A BLM-provided biological monitor is required to be on site to monitor construction when work is occurring in areas where sensitive plant species occur. Where development is allowed within 100 meters of occupied habitat for threatened, endangered, proposed, and candidate species or BLM sensitive species, unauthorized disturbance of plant habitat will be avoided by on-site guidance from the biological monitor.
3. Midget-faded rattlesnake (Crotalus oreganus concolor) may be encountered within the project area. If a midget-faded rattlesnake is encountered during project construction, it should be documented and operators moved to other areas to avoid harassment.
4. If newly discovered historic or archaeological materials or other cultural resources are identified during project implementation, work in that area must stop and the BLM representative must be notified immediately.
5. When saturated soil conditions exist on access roads or location, or when road rutting becomes deeper than 3-inches, construction shall be halted until soil material dries out or is frozen sufficiently for construction to proceed without undue damage and erosion to soils, roads, and locations.
6. Native vegetation and soils will be protected, and disturbance to them would be minimized.
7. Equipment used for fence construction will be cleaned of weeds before being used for fence construction.
8. The contractor will call *811 15 days before installation of cattleguards and fence to avoid damage to buried utilities.
Contractor Responsibilities
The Contractor is expected to provide all labor, equipment, and materials unless specifically stated otherwise. Work shall comply with all BLM safety requirements, including those outlined in Handbook H-1112-1. Specifications for fence, cattleguards, gates, etc. are outlined in Appendix B.
NOTE: THIS PROJECT WAS MAPPED USING 2D MAPPING (ARC GIS) AND ANY
DISCREPENCIES IN THE LENGTH OF THE FENCE TO BE INSTALLED, STARTING POINTS
OR ENDING POINTS WILL BE SETTLED BASED OFF THE DISTANCE DETERMINED BY THE
2D MAPPING SOFTWARE.

Native materials generated by hand clearing shall be placed directly outside the clearing limits, as directed by the
Contracting Officer. No brush or debris shall be left in the traveled roadway.
3.3 INSTALLATION
A. Steel posts shall not be used for end panel, corner panel, gate panel, or stress panel posts. Set wood posts in dug holes unless written authorization is obtained for driving line posts. When treated members must be bored or cut during construction, thoroughly swab untreated surfaces with copper naphthenate.
B. Ratio of Wood to Steel Line Posts: 1:4.
C. Setting Posts: Dig holes for setting wood posts to the depth as shown on on the drawings for setting posts. Set posts plumb and to the spacing, grades, and depths as shown on the drawings, unless staked otherwise. Space within 6 inches of that dimension shown on the drawings or in the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Backfill gradually and uniformly with soil around each post. Compact backfill firmly from the bottom of the hole to the ground surface.
D. Driving Posts:
1. Wood Posts: Driving wood posts will not be allowed.
E. Corner Post, Gate Post, Corner Panel, Brace, and End Panel (Stress Panel) Assemblies:
Construct as shown on the drawings or as staked in the field. Rock jacks shall not be substituted for these items. Construct stress panels on crests of hills, and a maximum of 1320
PROJECT NAME 323126 – 5
feet center-to-center for barbed wire sections. Construct end panels at the end of fence runs unless shown otherwise on the drawings.
F. Wire:
1. Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips.
2. Wire is properly stretched when it is springy to the touch.
3. Drive staples crosswise with the grain of the wood.
4. The wire shall be free to move through the staples as it expands and contracts.
5. Drive staples into wood until the staple comes in contact with the wire against the post, but not so tight as to crimp the wire or prevent free movement of the wire between the post and the staple.
6. Terminate wire at each end post, gate post, corner post, or stress panel.
7. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.
G. Brace Wire: Double-loop and twist tight with a stick. Leave one end of the stick long enough to fasten behind the horizontal brace to prevent wire from unwinding.
H. Grounding: Connect ground rod connectors to the fence posts with a means suitable for the materials when the posts are of conducting material. When the posts are of nonconducting material, make suitable bonding connections to the fence mesh and barbed wire strands at each grounding conductor point. Ground at both ends of the fence line, at each brace panel, and on both sides of a gate.
I. Gates: Installed according to the Work Data Sheet, the drawings, and as recommended by the manufacturer when applicable.
J. Mechanical Gate Closers: Line up the latch with the gate. Adjust latch assembly after installation so that the latch does not bind and the gate hangs properly.
K. Drainage Crossings:
1. Type A: Construct Type A drainage crossings as shown on the drawings, with an auxiliary fence of wire, rock weights, and posts constructed under and independent of the main fence, so that when the crossing washes out, the main fence will not be damaged.
