About this opportunity

The Bureau of Land Management Colorado State Office is seeking contractors for site grading services at the 18RD Event Area near Fruita, Colorado. The project involves leveling and grading a 3-acre gravel surface for an event area that will support large gatherings, vehicles, and structures including tents and stages, with work including site grading, drainage improvement, parking lot leveling, and gravel placement. Contractors must achieve surface leveling within a +/- 1-inch tolerance, ensure proper drainage to prevent water accumulation, and compact gravel to 95% maximum dry density while complying with American Public Works Association specifications. The evaluation criteria prioritizes price as the most important factor, followed by technical approach, past performance, key personnel and equipment, and schedule availability. The solicitation was originally due August 26, 2025, but was amended with a new response deadline of August 20, 2025 at 5 PM Mountain Time.

This procurement was initially designated as a Total Small Business Set-Aside but was subsequently changed to have no set-aside designation, though the BLM continues to encourage participation from all subcategories of small businesses including Small Disadvantaged, Woman Owned, Service Disabled Veteran, HUBZone, 8a, and Indian Small Business Economic Enterprises. The contract value is estimated at less than $25,000 with a firm fixed price structure, and the NAICS code is 238910 (Site Preparation Contractors) with a size standard of $19 million. The period of performance spans from September 1, 2025 to November 30, 2026, though the actual work must be completed within 425 days of receiving the Notice to Proceed. Work is restricted to Monday through Friday excluding federal holidays, with provisions for contract time extensions when snow or snowmelt prevents work at the project site. The work location is situated approximately 10 miles north of Fruita, Colorado off Highway 70, with specific coordinates at 39.334, -108.704 near the North Fruita Desert Campground.
