BLM-CO Design-Build River Operations Facility Phase II - Amend 3

The purpose of this amendment is record the pre-bid site visit with the notes on the SF-30, Add an Attachment for the water system and extend the responses due date until 7 July.

This is a solicitation for proposals. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

The Bureau of Land Management is soliciting for a Two-Phase Design-Build project in accordance with FAR 36.3 to design, demolish and build a new River Operations Facility at the Pumphouse Recreation Site near Kremmling, CO.

The Government is conducting a competitive acquisition for this requirement for a firm-fixed price contract. Misrepresentation of size status or socio-economic category can result in penalties. All firms should be registered and active in www.SAM.gov.

Estimated Period of Performance: Late July 2022 - July 2023

Rough Order of Magnitude: Between $500,000 and $1,000,000 with the budget being toward the high end of the range.

Pre-Bid: A pre-bid site visit occurred on 22 June, 2022 at noon as previously advertised.

Summary of Work:

1.1 This project includes architectural and engineering services for Planning through Construction Document preparation, review of operations and programming, and construction and commissioning of a proposed BLM river operations facility(Title I, II, and III services, and Construction). The facility is located on BLM-owned land at the Pumphouse Recreation Site West of Trough Road in Grand County within the BLM Kremmling Field Office. The planning and design will be based on site review and assessment and discussions with BLM Kremmling Field Office (KFO). The contractor shall be responsible for developing integrated design solutions for this project and constructing a facility to meet those goals.

1.2 The BLM and the A/E contractor shall work together throughout the contract preparation to monitor projected construction costs and adjust the scope of work to meet the budgeted funding to avoid any redesign efforts after bidding.

1.3 The contractor shall be responsible for all site survey, site sub-surface survey, utility relocation, and existing equipment relocation. BLM shall be responsible for removing all stored goods from the existing shed prior to demolition.

The purpose of this amendment is to announce Phase II. Phase I proposals have been reviewed and invitations have been emailed to the top vendors determined to be most highly qualified and capable. Only the vendors who submitted Phase I proposals and received an invitation are now eligible to continue with Phase II. A new responses due date has been established for 30 June so it does not interfere with the July 4th Weekend.
