About this opportunity
The Bureau of Land Management Colorado Region is soliciting proposals for a two-phase design-build project to design and construct a new River Operations Facility located at the Pumphouse Recreation Site in Grand County, Colorado. The project includes architectural and engineering services for planning through construction documentation, as well as construction and commissioning of the new facility. Proposals will be evaluated based on best value utilizing trade-offs between technical qualifications, past performance, and price. Phase I responses are due in March 2022 with Phase II prices due in April 2022.
The solicitation is set aside for Service-Disabled Veteran Owned Small Businesses under NAICS 236220 with a size standard of $39.5 million. The total budget range is estimated between $500,000 to $1,000,000 and the period of performance is from May 2022 through July 2023. A pre-bid conference was held on March 30th to provide an overview of requirements and allow for questions from potential offerors.

BLM-CO Design-Build River Operations Facility Phase I - Presolicitation - Amendment 2
The purpose of this amendment is to post the records of the pre-bid video conference call.
This is a pre-solicitation synopsis for a soon to be released request for proposals. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No action is required at this time except to check or update your SAM registration and attend the optional pre-bid conference.
The Bureau of Land Management will be soliciting for a Two-Phase Design-Build project in accordance with FAR 36.3 to design, demolish and build a new River Operations Facility at the Pumphouse Recreation Site near Kremmling, CO.
The Government plans to conduct a competitive acquisition for this requirement.
Estimated Period of Performance: July 2022 - July 2023
Rough Order of Magnitude: Between $500,000 and $1,000,000 with the budget being toward the high end of the range.

Pre-Bid: A pre-bid video conference on MS Teams was held on for 30 March at 1400 to explain more about the project. If you have more questions, email the POC. A physical site visit will be scheduled later when the weather is more hospitable for Phase II only.

Summary of Work:
1.1 This project includes architectural and engineering services for Planning through Construction Document preparation, review of operations and programming, and construction and commissioning of a proposed BLM river operations facility(Title I, II, and III services, and Construction). The facility is located on BLM-owned land at the Pumphouse Recreation Site West of Trough Road in Grand County within the BLM Kremmling Field Office. The planning and design will be based on site review and assessment and discussions with BLM Kremmling Field Office (KFO). The contractor shall be responsible for developing integrated design solutions for this project and constructing a facility to meet those goals.
1.2 The BLM and the A/E contractor shall work together throughout the contract preparation to monitor projected construction costs and adjust the scope of work to meet the budgeted funding to avoid any redesign efforts after bidding.
1.3 The contractor shall be responsible for all site survey, site sub-surface survey, utility relocation, and existing equipment relocation. BLM shall be responsible for removing all stored goods from the existing shed prior to demolition.

2.1 The proposed River Operations Facility replaces an approximate 18 x 20 un-insulated steel shed. The existing shed houses storage items for the campground and river crew as well as a small water treatment room (approx. 5x10) for the campground.
