About this opportunity
The Bureau of Land Management Idaho Region seeks prescribed burn support services across the Northwest Oregon District, with quotes due May 27 at 9:00 a.m. MDT. The procurement is set aside for 100% women-owned small business (WOSB) under NAICS 115310, Support Activities for Forestry, with a $34.0 million size standard.
Place of performance covers five field offices in northwest Oregon: Cascades, Marys Peak, Siuslaw, Tillamook, and Upper Willamette. Work includes fire line construction and maintenance, fuels modification, vegetation management, ignition, holding and suppression, snag felling, mop-up, and patrol operations across multiple burn complexity levels. The period of performance runs from June 4, 2026, through December 31, 2028, with 24 days of service as the stated requirement under CLIN 0010.
All contractor employees must meet National Wildfire Coordinating Group qualifications per PMS 310-1 (NFES 1414, October 2018 or latest version). Key personnel include Prescribed Fire Burn Boss Type 2 and 3, Firing Boss, Crew Bosses, Engine Bosses/Operators, Water Tender Operators, and Heavy Equipment Operators. Mandatory English language proficiency applies to supervisory and equipment operator positions. The Government furnishes prescribed burn unit maps, completed burn plans where applicable, gate keys, burn fuel for drip torches, and burn clearance from state air quality agencies. Contractors must obtain their own insurance and are solely responsible for all costs; government insurance does not cover contractor tender or support activities.
Evaluation weighs technical capability (demonstrated understanding of requirements, organization and management, safety and sustainability, schedule) and price without formal scoring or adjectival ratings. Relevant experience requires documentation of at least two completed or ongoing jobs within the past five years as prime or subcontractor. Prevailing wage rates apply per Service Contract Act determinations effective May 13, 2026, with rates including Forestry Technician at $25.80 per hour and Forestry Equipment Operator at $23.41 per hour. Questions were due May 12. Amendment 02, effective May 20, extended the offer due date from May 22 to May 27 and replaced seven wage determinations with updated versions.
