About this file
This is a Questions and Answers document for Solicitation No. 140L3726Q0049, issued by the Bureau of Land Management (BLM) Northwest Oregon District Office as Amendment 01 on May 12, 2026.
The solicitation is for a single-award contract covering work throughout the entire Northwest Oregon District, with no individual task orders being issued. Work is not limited to any specific circled area on a map but may occur anywhere within the district boundaries as shown on the BLM Northwest Oregon District landing page. This is a multi-year contract with no rebidding opportunities on individual projects or annual rate adjustments; however, wage determinations will be adjusted on each anniversary date from the award date to account for changes in prevailing wages. Travel to the government-specified meet-up location within the district is not included in shift time; shifts begin at the designated location. Quotes must be submitted via email per the Combined Synopsis, not by mail to the Salem address. Contractors are solely responsible for obtaining their own insurance coverage for all work, including prescribed burn operations; government insurance does not cover contractor tender or support activities, and contractors must secure their own policies regardless of insurance company restrictions.

Questions and Answers for Solicitation No. 140L3726Q0049
1. Is this solicitation only for work occurring in the WEW area circled on the map? Or, could task orders be issued for other areas?
Work may occur in the entire Northwest Oregon District. See map on BLM Northwest Oregon District landing page (https://www.blm.gov/office/northwest-oregon-district-office). No task orders are being issued off of the resulting single award.
2. Will individual task orders be issued for each project? If so, will there be an an opportunity to rebid for each task order?
No, this is a single award.
3. Or, will there be an annual opportunity to rebid, or adjust rates to account for inflation? (ie. wage determinations, fuel costs) No, this is a single award that spans multiple years. Wage determination will be determined each anniversary date from date of award.
4. Will travel be included in shift time (re: Extended Hours sec 5.7.1) No. The shift will begin where the government specifies the meet up location is within the district.
5. To clarify, you are asking for a narrative response as outlined on page 40-41 in the solicitation, and that is to be mailed to:
BLM-OR NORTHWEST OR (DM STAFF)
1717 FABRY RD SE
SALEM OR 97306
No, please ensure you read the RFQ for an understanding of what is required. Per Combined Synopsis, it specifically says to email quotes.
6. Would contractor tender be covered under government insurance on the burns? Every insurance company has ruled out prescribed burn work, even for a support tender, unless the driver is an Oregon Certified Burn Manager or RXB2. This seems to be a real obstacle for prescribed burn water support resources if they need their own insurance. Thank you for any insight you have to share on the issue.
No, the contractor must always be covered by their own insurance policy.
