About this opportunity

The Bureau of Land Management Idaho Region seeks 15-day modules of 5-person prescribed burn support crews under a small business set-aside for women-owned small businesses (WOSB), with quotes due May 25, 2026, at 9:00 a.m. Mountain Daylight Time. This is a total small business set-aside per FAR 52.219-6 with NAICS 115310 (Support Activities for Forestry, $34.0 million size standard).

Performance spans the Northwest Oregon District across five field offices—Cascades, Marys Peak, Siuslaw, Tillamook, and Upper Willamette—from award through December 31, 2028. Resources must be available within 24 hours of notification during two seasonal windows: April 1 to June 30 and September 15 to December 1. Work encompasses fire line construction and maintenance (mechanical and hand), vegetation modification, fuels pullback, pile covering, ignition, holding and suppression, snag felling, mop-up, patrol, and fire line and road access repair.

All contractor personnel must hold valid Wildland Fire Incident Qualification Cards (Red Cards) and meet National Wildfire Coordinating Group classifications per PMS 310-1 (October 2018 or latest version). Supervisory personnel must achieve English language proficiency for safe communications. Key personnel include Firing Boss, Crew Bosses, Engine Bosses/Operators, Water Tender Operators, Heavy Equipment Operators, and Skidgen Operators. Performance standards range from 95 percent compliance for hand fire line construction to 100 percent for fuels pullback and prescribed burning operations; mop-up requires complete extinguishment verified by visual inspection or infrared scanning.

Service Contract Act wage determinations apply across multiple Oregon counties. Amendment 0001, effective May 5, 2026, replaced seven wage determinations and extended the quote deadline from May 21 to May 25, 2026. Offerors must acknowledge receipt of the amendment with each offer submission. Evaluation uses FAR Part 12 commercial item procedures with best-value comparative evaluation weighing technical capability, relevant experience (minimum two prior projects), key personnel, and price. Contractors must register in SAM, submit UEI and CAGE code, and sign SF-1449 and amendments. Questions were due May 12, 2026.
