About this opportunity

The Bureau of Land Management Idaho Region seeks prescribed burn engine support modules for its Northwest Oregon District, with quotes due May 26, 2026 at 9:00 a.m. Mountain Daylight Time and questions due May 12, 2026. The procurement is a small business set-aside (NAICS 115310, size standard $34.0 million), firm-fixed-price, issued as a Request for Quotes.

Each module consists of one Type VI engine with minimum 250-gallon capacity, one engine boss, and two crew members. The contract covers 30-day modules within the boundaries of five field offices (Cascades, Marys Peak, Siuslaw, Tillamook, and Upper Willamette) in northwest Oregon. Services must be available for 24-hour notification between April 1–June 30 and September 15–December 1 annually. Period of performance runs from award through December 31, 2028.

All contractor personnel must meet National Wildfire Coordinating Group position qualifications per PMS 310-1, possess valid Wildland Fire Incident Qualification Cards, and be English-proficient. Work includes fire line construction and maintenance (hand and mechanical), fuels pullback, prescribed burn operations, mop-up, patrol, and prescribed fire ignition and holding support. Performance standards require 95–100% compliance by task type, with remedies including corrective action plans and potential termination for cause on reoccurring discrepancies.

The government furnishes prescribed burn unit maps, approved burn plans, drip torch fuel, plastic sheeting, air quality clearance, and potential campsites. Payment is biweekly for satisfactory work through the Invoice Processing Platform at www.ipp.gov. Service Contract Act wage determinations apply across Oregon counties (Lane, Benton, Marion/Polk, Clackamas/Columbia/Multnomah/Washington, Clatsop/Tillamook, Lincoln, and Linn) and Washington counties (Clark and Skamania). Evaluation criteria include technical capability (up to 5 pages), relevant experience (minimum two completed projects in past five years), key personnel, and price. Amendment 0002, effective May 6, 2026, added six wage determinations; contractors must acknowledge receipt prior to quote submission.
