About this opportunity
The Department of the Air Force Air Combat Command is seeking a contractor to install, configure, and maintain a new Common Access Card (CAC)/Personal Identity Verification (PIV) card Access Control System (ACS) for Building 602 at Langley Air Force Base in Hampton, Virginia. The contractor must provide all management, transportation, tools, supplies, equipment, training, and labor necessary to ensure continuous and reliable service, with primary responsibilities including system procurement and installation using a Lenel Head End system, annual preventative maintenance, 24-hour on-site response for service calls and repairs, and a local help desk providing support during normal business hours (0700-1600 EST, Monday-Friday) with a guaranteed 4-hour response time. Key qualifications require contractor personnel to be Virginia DPOR Certified Class A Electricians and obtain TIER 1 favorable suitability/fitness determinations under 5 CFR 731. The Government will evaluate proposals based on price and technical/past performance factors of equal importance, with technical evaluation focusing on the provision of a certified electrician, ACS panel and electromagnetic locks, and adherence to the 30-day installation schedule. Critical deadlines include a mandatory site visit on April 14, 2026, questions due by April 15, 2026 at 1200, with Government responses provided by April 16, 2026 at 1600, and proposal submissions due by April 17, 2026 at 12:00 PM.
This is a 100 percent small business set-aside with no incumbent contractor, as this represents a new installation with no existing Lenel system to integrate. The contract period of performance runs from May 1, 2026 through April 30, 2031, consisting of a base year and four one-year option periods. The initial installation must be completed within 30 calendar days of contract award, with ongoing annual preventative maintenance and service calls throughout the contract period. Line items include system installation (CLIN 0001), repair and parts capped at $2,000 annually (CLINs 0002, 1002, 2002, 3002, and 4002), and service calls budgeted at 40 hours per year (remaining CLINs for each option year). The facility is a 111,672 square-foot building constructed in 1969 with five building entrances requiring access control and an interior DET 4 room, with the system enclosure located adjacent to the Fire Alarm System on the first floor and the workstation positioned on the second floor. Work will be performed exclusively at Langley Air Force Base, Joint Base Langley-Eustis, located at ACC A589S, 204 Dodd Blvd, Building 602, Hampton, VA 23665.
