About this opportunity

The Department of the Army Corps of Engineers Engineering District Albuquerque awarded an 8(a) sole-source contract on September 29, 2026, for HVAC work at Building 1025, Kirtland Air Force Base.

Work includes installation of an 8.5"×20.5" detachable duct hood over air compressor heat exhausts transitioning to 14" round duct; removal of SF-1 and wall louver; expansion of an existing 12"×18" wall penetration to 18"×18" on the south wall; installation of a wall-mounted exhaust fan rated for 1500 CFM at 1" W.C. with single-phase 208V soft-start motor capable of handling 140°F exhaust air; installation of an 18"×18" ducted exhaust plenum 2 feet into the mechanical room with 14" round duct routing from each compressor, conical fittings, and gasketed low-leakage motorized control dampers; provision and installation of a 3-ton (36,000 BTU/hr) wall-mounted mini-split air conditioning unit on the west wall above compressed air desiccant driers with condensate routing to the nearest floor sink; and provision of a matching mini-split exterior condensing unit with high ambient kit located between stairs to the electrical and mechanical rooms. All units are single-phase 208V. The contractor furnishes all parts, materials, labor, equipment, and supervision.

Notice text

This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act.

The contractor shall furnish all parts, material, labor, equipment and supervision necessary to complete the work for Building 1025 HVAC.

  1. Construction
    1. Contractor to provide and install an 8.5”x20.5” duct hood over the air compressor heat exhausts that transition to 14” ø round duct. Duct hood must be detachable to allow for the removal of the compressor top plate for maintenance.
    2. Contractor to remove SF-1 and wall louver. Expand existing 12”x18” wall penetration to 18”x18” penetration on the South wall.
    3. Install wall mounted exhaust fan rated for 1500 CFM @ 1” W.C. with using single phase 208V with soft start motor. Fan and motor must be rated to handle 140°F exhaust air. Provide 18”x18” ducted exhaust plenum 2’ into the mechanical room.
    4. Route 14”ø duct from each compressor into the 18”x18” plenum. Utilize conical fittings for branch take-offs and 30° minimum rectangular to round transitions and 1.5D round elbows.
    5. Provide gasketed low leakage motorized control dampers on each 14”ø duct between the hood and the exhaust plenum.
    6. Contractor to provide a 3-ton (36,000 BTU/hr) wall mounted mini split air conditioning unit on west wall above the compressed air desiccant driers. Mount wall mounted unit on available space without moving existing compressed air piping or conduit. Secure unit to wall per manufacturer instructions. Route condensate to nearest floor sink. Terminate condensate pipe above floor sink rim. Size per manufacturer requirements.
    7. Contractor to provide mini split condensing unit with high ambient kit by the same manufacturer. Locate exterior unit between stairs to electrical room and mechanical room. Secure unit to the ground per manufacturer instructions or mounted on C-channel with concrete anchors. Mini split must be 208V single phase.
    8. Contractor to provide and install refrigerant line sets between mini split per manufacturer instructions. Flash and seal new penetration for line set.
    9. Provide controls for equipment as follows: Exhaust fan must start when either compressor activates. Fan must remain on for at least 5 minutes (adjustable up to at least 15 minutes) after compressor turns off. Motorized control dampers must open when associated air compressor is activated. Damper must stay open until the exhaust fan turns off. Provide duct access panel for each damper on the bottom of the duct. Provide thermostat for new mini split. Set temperature to 85°F (adjustable).
    10. All new duct and duct connections shall be sealed to Class A and hung from the structure or mechanical room walls (where allowed) per SMACNA HVAC Duct Construction Standards.
    11. Provide 1in. W.C. Duct Pressure Classification on all exhaust duct systems, provide a minimum 22 Ga. Galvanized sheet metal meeting ASTM A924/A924M and ASTM A653/653M for all exhaust duct as indicated on the supplemental drawings.
    12. Provide power to the new exhaust fan and motorized control dampers from Panel P1. Reuse of conduit from demolished supply fan is acceptable provided it meets all NEC requirements. Provide power to mini split air conditioner from panel LM1. All wiring must be provided per NEC. Provide disconnects to exhaust fan, condensing unit and indoor unit per UFC 3-410-01.
    13. Contractor will need to be escorted at all times with the construction schedule coordinated with the facility user.
    14. All new penetrations between the electrical and mechanical rooms must be sealed with fire caulk.
    15. The North and East walls in the Mechanical Room cannot have any new penetration or be utilized to mount hang or hang any new equipment.

Awarded contract W912PP26PA040 to COLT BUILDERS INC for 207214.00 on 2026-09-29.
