The project involves design and construction of an 86-bed Permanent Party Unaccompanied Enlisted Personnel Housing (UEPH) barracks of approximately 41,710 square feet, including furniture, furnishings, and equipment (FF&E), compliant with the 2025 Army Barracks Standard and Unified Facilities Criteria. The Not-to-Exceed budget ceiling is $38,000,000 with a maximum agreement duration of 900 days. Place of performance is Fort Stewart, Georgia; the new barracks will be constructed east of Building 212 in the large grass area on the southern corner of Colmar Avenue and Bundy Avenue, with all structures sited a minimum of 50 feet away from high voltage power lines.

This is a two-step Qualifications-Based Selection process not subject to FAR Part 15 procedures. Step 1 White Papers are limited to 15 pages and must demonstrate relevant experience on minimum two, maximum four completed projects of 30,000 square feet or greater (new construction only) and technical/management approach. Element 2 (technical/management approach) is weighted more heavily than Element 1 (capability and experience). Price is not evaluated in Step 1. Up to three Design-Builders will advance to Step 2 (August 27–September 2) for pitch presentations and facility tours, evaluated on collaborative capability/risk management (Element 3, weighted as most important) and manufacturing capability validation (Element 4, viable/non-viable only). Award of the Phase 1 OT Agreement is anticipated by September 30, 2026. Phase 1 covers design and pre-construction services with three design touchpoints; Phase 2 (construction) may be added via modification upon successful Guaranteed Maximum Price negotiation. NAICS 236220; PSC Y1FC. All participants must maintain active SAM registration with valid UEI, provide bonding capability letters if shortlisted, and implement CMMC Level 1 cybersecurity controls with open-book cost transparency.
