About this opportunity
Army Contracting Command Aberdeen Proving Ground intends to issue a Request for Information to identify qualified vendors capable of delivering a Blast Overpressure Sensor System (BOSS), a soldier-worn device for tracking blast exposure, with RFI responses due by 1600 Eastern on September 11, 2026. This is market research only; no contract award will result from the RFI. NAICS 334513 applies.
Congress mandated longitudinal medical studies on blast overpressure exposure through the 2018, 2019, and 2020 National Defense Authorization Acts to improve understanding of how blast exposure affects service members' brain health and inform risk mitigation, unit readiness, and healthcare policy. BOSS will track, store, and transmit blast overpressure events from shock waves above normal atmospheric pressure caused by weapons or explosions during training and combat. The device will provide real-time data for medical decisions and maintain long-term exposure history within the PEO Soldier Data Eco-System.
The Government seeks to assess current industry capability, evaluate risks, and determine feasibility and technology maturity of solutions meeting required Key Performance Parameters (KPPs) and Key System Attributes (KSAs). Vendors must submit completed Attachments 1 and 2 (amended requirement document and remarks Excel file) demonstrating technical capability to meet specifications including pressure-range triggering at 80 percent reliability between 0.5–60 psi peak pressure (desired 0.5–100 psi), sensor accuracy within 20 percent error, UTC time synchronization, interoperability with tactical systems and DoD information systems via wireless transmission, compliance with MIL-STD 461G, minimum 500 event storage (desired 10,000), and 100 kilohertz sampling rate (desired 400 kHz). Delivery must occur within 45–90 days (desired 30–45 days). Strictly Commercial Off-The-Shelf solutions meeting mandatory criteria and rapid deployment timelines are required. Responses must be in Microsoft Word or searchable Adobe PDF, Arial 12-point font, single-spaced, submitted to roxanne.a.dalrymple.civ@army.mil and timothy.j.compton7.civ@army.mil with subject line "RFI response for W91CRB-26-RFI-BOSS." Amendment 01 replaced Attachment 1 with a corrected version addressing KPP chart-heading errors and added an Industry Q&A log.

[ORIGINAL RFI TEXT]
1. Background:
Through three National Defense Authorization Acts (NDAA), Section 734 of the 2018 NDAA, Section 253 of the 2019 NDAA, and Sections 717 and 742 of the 2020 NDAA, Congress mandated longitudinal medical studies on Blast Overpressure (BOP) exposure. These studies aim to improve the DoD’s understanding of how blast exposure affects Service Members’ brain health and to better inform policies on risk mitigation, unit readiness, and health care decisions. The BOSS will be a Soldier-worn device designed to track, store, and transmit blast overpressure events caused by shock waves above normal atmospheric pressure, whether from tier-one weapons or explosions during training and combat. By proactively monitoring blast exposure, BOSS may help reduce injury severity. It will provide real-time data to inform medical decisions and maintain exposure history for long-term health monitoring within the PEO Soldier Data Eco-System.
2. Objective and Purpose/Scope:
The Government intends to conduct a Sources Sought to identify qualified sources capable of meeting the required Key Performance Parameters (KPPs), as well as to gain an understanding of how potential vendors may be able to meet these requirements in the future. Through this market research effort, the Government seeks to assess current industry capability, evaluate associated risks, and determine the feasibility and maturity of potential paths toward full KPP compliance. The information received will help the Government shape acquisition planning, refine requirements, and better understand the solutions available or emerging within industry.
