About this file
This is an Industry Q&A Log and Internal Quality Assurance Review for the W91CRB-26-RFI-BOSS Request for Information, current as of September 8, 2026, and open for running updates. The document contains two industry questions with government responses, followed by a contracting officer and quality assurance review identifying critical issues with the proposed answers.
The first question addresses whether the Government is seeking a Commercial Off-The-Shelf (COTS) solution or if developmental solutions from small businesses are acceptable. The PMO responded affirmatively that strictly COTS solutions meeting the mandatory criteria and rapid deployment timelines are required, with business size being immaterial provided the vendor delivers a fully developed COTS solution. However, the internal QA review identifies this response as deficient because it fails to directly answer whether non-COTS developmental solutions are acceptable, creating risk of confusion and potential protests from small business contractors. The second question clarifies that Key Performance Parameters (KPPs) are listed on pages 2 and 3 of Attachment 1, with the PMO acknowledging that the chart heading is incorrectly labeled as "Key Performance Attribute" rather than "KPP." The QA review notes that merely acknowledging this error in the Q&A is insufficient and requires issuance of a formal Amendment to the RFI on SAM.gov with a corrected Attachment 1 to ensure all industry partners evaluate accurate requirements documentation.

W91CRB-26-RFI-BOSS: Industry Q&A Running
Log
Current as of: September 8, 2026
Status: Open for running updates
Document Type: Industry Q&A Log & Internal QA Review
1. Industry Questions and Government Responses
Question
Number
Industry Question Government (PMO) Response
Q1 This information indicates to our team that the government is seeking a COTS solution that can accomplish these requirements. Would you please let me know if this is the case? I have attached our capabilities in the event our small business can support developing a solution that meets your criteria.
Yes, the Government is strictly seeking a
Commercial Off-The-Shelf (COTS) solution that can meet the requirements and rapid deployment timelines listed in the RFI. Due to the delivery schedule, developmental solutions are not being considered. Business size does not impact acceptability, provided the vendor can deliver a fully developed
COTS solution that meets the mandatory criteria.
Q2 Can you clarify whether the ‘Key
Performance Attribute’ listed on pages 2
& 3 of Attachment 1 are the KPPs described on Page 1? The document states KPP details on Page 1, but doesn’t list KPP anywhere else in Attachment 1, which is confusing.
KPPs are listed on pages 2 and 3. The heading of the chart is incorrect.

2. Contracting Officer & Quality Assurance Review (Internal)
In accordance with acquisition oversight protocols, never accept document information at face value. A review of the PMO’s proposed responses identifies the following omissions, inconsistencies, and potential award risks that must be addressed before posting to SAM.gov:
• Risk & Omission in Response 1 (Q1): The contractor explicitly asks if the Government is seeking a
Commercial Off-The-Shelf (COTS) solution and whether developmental solutions from a small business are acceptable. The PMO’s response (“Yes, the sensor must meet the timings...”) fails to directly answer the COTS versus developmental question.
• Action Required: The PMO must clarify if non-COTS (developmental) solutions are acceptable or if strictly COTS is required. Releasing the current answer will result in further confusion and potential protests regarding small business developmental submissions.
• Risk & Inconsistency in Response 2 (Q2): The PMO acknowledges that the heading of the chart in
Attachment 1 is incorrect (stating “Key Performance Attribute” instead of “Key Performance
Parameter / KPP”).
• Action Required: Acknowledging the error in a Q&A is insufficient for document control. We must formally issue an Amendment to the RFI on SAM.gov containing a revised Attachment 1 with the corrected chart headings to ensure all industry partners are evaluating accurate requirements documentation.
