About this opportunity
The Indian Health Service's Navajo Area, Kayenta Health Center Emergency Department in Arizona has issued a Special Notice regarding their intent to negotiate non-competitive firm-fixed-price Blanket Purchase Agreements (BPAs) with thirteen pre-selected vendors. The notice identifies specific companies including Cardinal Health, Lakota Enterprises, Red Heritage Medical, and ten other medical supply providers who will be awarded these agreements. These BPAs are designed to provide various medical supplies on an as-needed basis to support emergency department operations, including disposable PPE, medical equipment, catheters, gloves, and other essential supplies. The procurement falls under NAICS code 339113 for Surgical Appliance and Supplies Manufacturing with a small business size standard of 800 employees. The contracting period spans a base year plus two option years, with each year running from the date of award.
The primary purpose of this Special Notice is to inform the market of the agency's intent to proceed with non-competitive awards based on the justification that only one source is capable of providing the required quality level due to the unique or highly specialized nature of the supplies needed for direct patient care. However, the notice provides an opportunity for other potential sources not listed among the thirteen pre-selected vendors to submit capability statements electronically to Supervisory Contract Specialist Jerlyn Begay by 10:00 AM EDT on June 19, 2025. The government emphasizes that it has no obligation to acknowledge receipt of submissions or provide feedback, and that the decision whether to compete the procurement remains entirely at the government's discretion. Importantly, this notice explicitly states that it is not a solicitation and that no formal solicitation will be issued, indicating the agency's strong preference to proceed with the identified vendors unless compelling alternative capabilities are demonstrated.
