About this opportunity

The U.S. Department of Housing and Urban Development (HUD) is issuing solicitations to obtain Blanket Purchase Agreements (BPAs) for the services of real estate appraisers to provide Rent Comparability Studies (RCS) for HUD's Multifamily Housing (MFH) properties in the West Region. The BPA holders will be required to provide third-party appraisers to prepare full RCS reports, including pre-repair (as-is) and post-repair (as-repaired) rent studies, in accordance with HUD's Section 8 Renewal Policy Guide. HUD will evaluate offers based primarily on the offeror's Prior Experience, which is significantly more important than Price. The solicitation has a due date of April 24, 2024, and HUD will respond to questions through an amendment issued on April 11, 2024.

The competition for the BPAs will be limited to small businesses meeting the $9.5 million size standard for NAICS code 531320, Offices of Real Estate Appraisers. HUD anticipates making multiple awards in the West Region, which includes Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming. The aggregate value of all BPAs awarded is not expected to exceed $3.5 million over the 5-year ordering period, but there is no minimum guarantee of orders. The BPAs will be issued on a firm-fixed unit price basis.
