About this opportunity
The U.S. Department of Housing and Urban Development (HUD) is issuing solicitations to obtain Blanket Purchase Agreements (BPAs) for the services of real estate appraisers to provide Rent Comparability Studies (RCS) for multifamily properties in the Northeast region. HUD is seeking third-party appraisers to prepare full RCS studies, including pre-repair (as-is) and post-repair (as-repaired) rent analyses, in accordance with the requirements in Chapter 9 of the Section 8 Renewal Policy Guide. The BPAs will have a five-year period of performance under firm-fixed unit pricing. HUD will evaluate proposals based primarily on prior experience, which is significantly more important than price.
The competition for this opportunity is limited to small businesses meeting the $9.5 million size standard for NAICS code 531320, Offices of Real Estate Appraisers. HUD anticipates making multiple awards but reserves the right to make fewer based on agency need. The total estimated value across all BPAs is $4 million, with each call order estimated at $200,000 or less. The work will be performed in the Northeast region, which includes 13 states and the District of Columbia.
