About this opportunity

The US Embassy in Manila, Philippines, is seeking contractors for a Blanket Purchase Agreement covering sewing services, delivery, and installation of curtains, draperies, sheers, and related parts and accessories for all US Government owned and leased residences and offices. The Department of State will issue the solicitation during the fourth week of July 2025, with the quotation due date to be specified in the final solicitation. Contractors must be registered in the System for Award Management (SAM) database prior to contract award, and prospective offerors should begin registration immediately if not already completed. The government intends to award to the lowest priced technically acceptable offeror who demonstrates responsibility as a contractor. Electronic submissions are required via email to manilapurchasing@state.gov in MS-Word, MS-Excel, or Adobe PDF format with file sizes not exceeding 10MB per submission. The resulting contract will be firm fixed price, and the government may award based on initial offers without discussions.

This opportunity does not utilize any set-aside designations, making it open to all qualified contractors regardless of business size or socioeconomic status. No information regarding potential incumbents, current contractors, or specific award values has been disclosed in this pre-solicitation notice. The contract falls under NAICS code 314120 for Curtain and Linen Mills and PSC code Z1FA for Maintenance of Family Housing Facilities. No specific quantities of goods or detailed timelines for service delivery have been provided at this stage. The blanket purchase agreement structure suggests this will be an indefinite delivery/indefinite quantity type arrangement to meet ongoing needs across multiple US Government facilities in the Philippines. Additional details regarding scope, quantities, and performance requirements will be available when the formal solicitation is released.
