About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), a civilian agency within the Department of Justice, has published a Special Notice announcing its intent to award a sole source Blanket Purchase Agreement (BPA) for twenty-two superglue fuming chambers with UV contamination modules. The proposed contractor is Foster & Freeman USA INC, a small business located in Ashburn, Virginia. The ATF is invoking FAR 6.103-1 as the authority for this sole source award, citing that only one responsible source can satisfy the agency's requirements. This Special Notice serves as the only notification of the ATF's intent to solicit on a sole source basis, and no formal combined synopsis/solicitation will be published. All solicitation communication will occur directly with the proposed contractor, Foster & Freeman USA INC.

The acquisition aims to procure brand new superglue fuming chambers certified to Foster & Freeman's Original Equipment Manufacturer specifications for use by the ATF. The equipment must meet detailed minimum technical requirements, including specific dimensions (approximately 28 cubic feet internal volume), digital variable controls for temperature and humidity, dual temperature hot plates with minimum 120°C capability, integrated CA fume containment filtration, and UV-C decontamination modules. The procurement includes ancillary items such as carbon filters, stainless steel racking and shelving units, and all necessary accessories for each chamber. The deadline for this acquisition is March 30, 2026. Since this is a sole source award to a designated small business, only Foster & Freeman USA INC is eligible to participate in this opportunity. The acquisition is conducted under FAR Part 12 authority for commercial products and services, with the notice of award and written sole source justification to be posted after the award decision.
