About this opportunity

Federal Prison Industries (UNICOR) has issued a Request for Information seeking vendors to supply black knitted cloth materials for cuffs and waistbands used in JROTC jackets manufactured under Defense Logistics Agency contracts. The Department of Justice Bureau of Prisons Federal Correctional Complex Butner is the procuring agency for this textile procurement opportunity. The materials must meet strict Berry Amendment compliance requirements, being 100% manufactured within the United States, and conform to specification GL-PD-22-11C with a specific composition of 76% Acrylic/17% Polyester/7% Spandex. Key technical requirements include a minimum weight of 13.5 oz/sq yard, 100-110 percent stretch capability, and 20 wales/18 courses per inch. UNICOR is also accepting proposed alternate cloth materials that closely match the required specifications for review and approval by DLA. Interested vendors must submit detailed company information including business size, manufacturing capabilities, and relevant government contract experience by August 19, 2025, at 2:00 PM EST.

This procurement opportunity does not utilize any set-aside designations and is open to all qualified vendors. UNICOR plans to establish a potential 1-year base contract with four optional extension years, creating a possible five-year total contract duration. Each JROTC jacket requires two knitted cuffs plus waistband material, with delivery required within 45 days of award to UNICOR's manufacturing facility in Williamsburg, South Carolina. The contract will be administered within a federal prison facility, necessitating strict security protocols that prohibit certain items from being brought into the secure institution. Each shipment must include a certificate of conformance and accompanying test reports to verify material specifications. No specific contract values or budget ranges have been disclosed in this preliminary market research phase.
