About this opportunity

Eielson Air Force Base, operating under the Department of the Air Force Pacific Air Forces, is seeking contractors to replace a five horsepower submersible well pump and motor system at their Birch Lake Military Recreation Facility located near North Pole, Alaska. The project involves replacing approximately 567 feet of service piping, installing 600 feet of heavy-duty electrical cabling, and replacing the pump control box to restore full operational water service to facility 2034, which supports approximately nine facilities including a bathhouse, wet cabins, and a boat lodge. Contractors must demonstrate technical capabilities to perform the specialized work and provide product specifications for government comparison, with the new system required to deliver 13 gallons per minute capacity. The evaluation will be conducted based on price and technical acceptability, with the government reserving the right to award to the most advantageous quote considering all factors. All quotes must be submitted via email to Contract Specialist Ashton Holland and Contracting Officer Daniel Dodson by August 11, 2025, at 4:30 PM Alaska Standard Time, with quotes required to remain valid for 90 days.

This procurement opportunity is designated as a total small business set-aside under NAICS code 221310 (Water Supply and Irrigation Systems) with a small business size standard of $41.0 million in annual receipts. No incumbent contractors or current service providers are identified in the solicitation documentation. While specific contract values are not disclosed, the scope involves substantial infrastructure work including replacing over 1,100 feet of combined piping and cabling components for an emergency well pump replacement project. The work must be performed at the Birch Lake Military Recreation site in Alaska, with strict safety requirements mandating personal protective equipment including steel-toed boots, hard hats, work gloves, and appropriate clothing for all workers. Contractors must also provide operations and maintenance manuals upon completion and perform operational testing to ensure the restored water well system meets all performance requirements for the recreational facilities it serves.

The following are questions and answers that have been submitted.

Does this well pump provide system pressure, or fill a water tank ?

-              Pump provides water to fill storage tanks that have their own distribution pump to provide pressure to the site.

What material is the pipe made of?

-              Primarily all black iron and/or galvanized

What is the size of the pipe?

-              1-1/4”

Is the pipe above ground or below ground?

-              The casing and piping to be replaced is below ground (subsurface) and the connection to the rest of the line is above ground. The casing is accessible inside of a facility and the roof has a hatch to allow for crane operation. There is no pitless adapter for this well system.

Does the electrical need to be above ground or below ground?

-              The electrical for the control panel will be above ground and the cabling for the well pump will technically be below ground but within the casing. The only requirement would be for it to be watertight.
