About this opportunity

The Department of Homeland Security Office of Procurement Operations is issuing a Request for Information (RFI) for a biometric examination tool to support OBIM's 24/7 mission-critical operations, with responses due August 12, 2026 at 11:00 AM ET. This is a planning-stage RFI that does not constitute an obligation to issue a formal solicitation, and respondents should not expect feedback or compensation for participation.

The tool must consolidate multiple legacy examination systems into a single integrated platform supporting fingerprints, face, iris, and latent prints in a multimodal environment. The solution must remain vendor-agnostic for biometric matching algorithms, operate in high-volume rapid-response conditions, support role-based access and work assignments, and integrate with OBIM's existing biometric system using IXM messaging standards. The system must maintain 99.8% availability, support minimum 100 concurrent users and queue sizes exceeding 300,000 transactions, deliver response times of 5 seconds or less, and comply with Section 508 accessibility standards.

Performance occurs at OBIM facilities in the National Capital Region and the Biometric Support Center in San Diego, California. The procurement covers software licenses (up to 100 users), annual maintenance with 24/7 support portal and telephone availability, integration services, and off-site training. Base contract period is one year from award, with software licenses and keys due within five business days of award.

Responses must include a capability statement (10 pages maximum, excluding cover), detailed replies to BSC Examiner Tool Requirements attachment, and cost breakdowns for licensing, per-license costs, annual maintenance, training, and integration. All submissions become Government property and will not be returned. Contractors must comply with DHS security requirements including FIPS 197 AES-256 encryption, multi-factor authentication, FedRAMP compliance for cloud services, supply chain risk management with OEM products, and PII breach notification within one hour.
