About this file

This is a requirements attachment (Attachment II) that details the functional and operational specifications for a Biometric Examination Tool system. The tool must support examination functions for multiple biometric modalities including fingerprints, face, iris, and latent prints in an integrated environment, operating in a 24/7, high-volume, rapid response environment for the Department of Homeland Security's Office of Biometric Identity Management (OBIM).

The requirements encompass several functional categories: biometric examination capabilities (image visualization tools, minutiae marking, comparison decisions, and corrections); workflow management (queue configuration, transaction prioritization, SLA processing, and FIFO ordering); examiner tools (zoom, rotation, image enhancement filters, and keyboard shortcuts); quality assurance and audit functions (blind reviews, decision history tracking, and audit trails); identity maintenance and corrections; latent print examination (database searching, linking unknown sources, and bulk import); and external system integration. The tool must be vendor-agnostic for biometric matching, support role-based access control, accommodate large queue sizes exceeding 300,000 transactions, maintain 99.8% availability with 5-second or less response time to display transactions, support a minimum of 100 concurrent sessions, and comply with DHS Section 508 accessibility requirements and DHS Sensitive Systems Policy (4300A). Additional requirements include support for PIV enablement, training mode capability using production data, and integration with OBIM's biometric system using IXM messaging standards for search responses and match history retrieval.

BSC Examiner Tool Capability Sub Category Requirement Description Requirement Analysis

M= product currently meets Requirement

P = product partially meets requirement

N - Product does not meet requirement

F = planned capability of product

Biometric ExaminationcorrectionsThe tool should support the correction of biometric capture issues through a queue based approach. Corrections submitted are not subject to SLAs (i.e., do not impact decision going back to OBIM's biometric system). Priortiization of corrections should be supported.
Biometric ExaminationAs a Biometric Examiner, I want the Examiner Tool to display verification decision options and a decision confirmation message so that I can quickly and accurately Decisions options include: match, inconclusive, and no match. Decision confirmation message is displayed once examiner renders decision. Confirmation boxes are displayed in visually distinguishable formats (e.g. Match appears in a colored box in the top left of the screen, No Match appears in a different colored box in the bottom right of the screen, inconclusive appears in the middle of the screen). This keeps examiners visually alert of the decisions they are making.

Biometric Examination image tools As a BSC Manager, I want the list of the visualization commands and features marked that were used in analyzing a biometric image to be available for future review/audit trail purposes.

Biometric Examinationimage toolsAs a Biometric Examiner, I want to undo, redo, and reset visualization commands so that I can accurately render a decision.
Biometric Examinationimage toolsAs a Biometric Examiner, I want to retain all markings and enhancements when moving between different views of the same biometric so that I can render a decision.

Biometric Examination minutia As a Biometric Examiner, I want to be able to identify and mark features (e.g. minutiae) in subject and candidate biometric images so that I can render a decision. I should be able to:

1) User can draw circles, arrows (of any direction), and shapes to mark features by using outlines of the shape or semi-transparent outlines.

2) User can mark minutiae in fingerprint images.

3) User can remove individual minutiae markings from fingerprint images.

4) User can change the color of minutiae markers when marking an image.

5) User can enable and disable the semi-transparent display of minutiae markers.

6) User can select a solid and hollow minutiae marker when marking a single image.

7) System can retain all markings and enhancements when moving between different views of the same prints.

8) User can place colored shapes for marking minutiae.

9) User can temporarily remove all annotations and minutiae from a fingerprint image.

Biometric Examination image tools As a Biometric Examiner, I want the system to automatically perform basic visualization functions in the single fingerprint and facial/iris positions so that I do not have to perform the same basic functions for each biometric comparison.

Solution should:

1) System can automatically center biometrics within the viewing window for single fingerprint and facial/iris positions (not 10P to 10P).

2) System can automatically display fingerprints as close together as possible for single fingerprint and facial/iris positions (not 10P to 10P).

3) System can automatically zoom to centered biometric within the viewing window for single fingerprint and facial/iris positions (not 10P to 10P).

4) Examiner has the ability to move the image after the automatic centering or viewing.

Biometric Examination image tools As a Biometric Examiner, I want to view biometric images in a full 360-degree free form rotation so that I can quickly view biometric images that may not have been captured properly and to aid in comparison.

Biometric Examination image tools As a Biometric Examiner, I want to be able to perform visualization functions on any biometric image so that I can enhance, review, and compare biometric images to make accurate decisions.

Examples include (but are not limited to):

a. Zoom

b. Identify and mark minutiae

d. Adjust image brightness

e. Filter image sharpness

f. Filter image smoothness

g. Map gray-scale levels to a color-scale

h. Utilize a band-pass filter for images (Face/Iris: not needed)

i. Make gamma adjustments and corrections of images (Face/Iris: not needed)

j. Transform an image so that it contains only black and white colors

k. Invert an image (invert ridges and furrows: ridges become light and furrows become dark)

l. Perform histogram equalization on an image

m. View mirror images of an image (flip on vertical axis)

n. View histogram of gray-scale levels of an image

o. Add and move additional light

p. Identify intensity changes with a gradient tool

q. Establish the depth of an image with a z-scale tool

r. Apply opacity controls to an image

t. Apply size controls to an image

u. Hide or show selected areas of an image

3) User can print biometric images with any visualizations and enhancements included.

4) System can save visualizations and enhancements and keep them associated with the original image.

5) System can retrieve visualization enhancements via history.

b. 10-Print Record

c. Slaps view (two 4-Print slaps and thumbs)

d. Faces

e. Iris

Biometric Examination As a Biometric Examiner, I want the queue name where the current comparison/verification request originated from displayed so that I can use the information to troubleshoot issues.
