About this opportunity
The U.S. Army Medical Acquisition Activity (USAMRAA) has published a Special Notice announcing its intent to award a sole-source Firm-Fixed-Price contract to Biomerieux, Inc. for the procurement of specialized medical reagents and supplies. The contract will support the operation of existing Biomerieux Vitek 2 Compact analyzers at the Naval Medical Readiness and Training Command Yokosuka (NMRTC Yokosuka) and Branch Health Clinic Iwakuni in Japan. This procurement falls under the Defense Health Agency and is classified under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing with a size standard of 1,250 employees. The notice was posted on August 13, 2025, with responses due by August 29, 2025. The procurement is justified as sole-source because Biomerieux is the only manufacturer and seller of reagents compatible with the specific Vitek 2 Compact analyzers owned by these military medical facilities.
The primary purpose of this Special Notice is to fulfill FAR synopsis requirements and determine whether competitive procurement would be in the government's best interest, though it is not a request for competitive quotes. The contract includes a base period from October 1, 2025, through September 30, 2026, with an option period extending through September 30, 2027. Contractors have until August 29, 2025, to submit written responses, and if no responses are received, the award will proceed as a sole-source contract no sooner than 15 days after publication. The procurement specifically targets the acquisition of nine reagent and supply items necessary for medical analysis supporting U.S. Forces Japan personnel. Eligibility is effectively limited to Biomerieux, Inc., as they are identified as the sole responsible source capable of meeting the government's requirements, with no known distributors or resellers of these specialized reagents.
Notice text
This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), Fort Detrick, Maryland, 21702, to award a sole source Firm-Fixed-Price (FFP) Contract to Biomerieux, Inc., under the statutory authority 13.501(a). The contract is for the purchase of additional Biomerieux reagents and supplies in order to operate their existing Biomerieux Vitek 2 Compact analyzer at NMRTC Yokosuka and Branch Health Clinic at Iwakuni (BHC Iwakuni).
Biomerieux is the sole manufacturer and seller of the above listed reagents and supplies. NMRTC Yokosuka and BHC Iwakuni each own a Biomerieux Vitek 2 Compact Analyzer, and the reagents being requested are the only reagents that are compatible with their Vitek 2 Compact Analyzers. Therefore, Biomerieux is the only vendor capable of meeting the needs of the Government, as it is the only known source to provide these reagents with no known distributors or resellers. Therefore, in accordance with FAR 13.106-1(b)(1), Biomerieux, Inc. is the only responsible source of meeting the needs of NMRTC and BHC’s requirements.
Period of Performance:
Base Period: 01 October 2025 through 30 September 2026
Option Period: 01 October 2026 through 30 September 2027

This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the expiration date listed in this notice, which reflects at least fifteen (15) days after the publication of this notice, the award will be issued as sole source. All questions and responses concerning this notice shall be emailed to Mr. Christopher L. Cook at christopher.l.cook68.civ@health.mil.
