About this opportunity

The U.S. Army Research Laboratory (ARL) is procuring a Beckman Coulter BioLector XT Microbioreactor System for its Army Combat Capabilities Development Command. The solicitation seeks one microbioreactor system with associated software packages, accessories, delivery, installation, acceptance testing, and on-site training. This is a brand name sole source procurement targeting Beckman Coulter, Inc. or its two authorized resellers: Franklin Young International and Government Scientific Source Inc. The contract will use a Lowest Price Technically Acceptable (LPTA) methodology, evaluating past performance and technical acceptability as key criteria. Proposals are due by 5:00 PM EDT on May 5, 2025, and must be submitted via email to Contract Specialist Andrew Merdoc.

The solicitation is a 100% Small Business Set-Aside, specifically in the Analytical Laboratory Instrument Manufacturing NAICS category. The contract is structured with three Contract Line Item Numbers (CLINs): the first for the microbioreactor system (to be delivered 10 weeks after contract award), the second for installation and training (14 weeks after contract award), and the third for an annual start-up care service contract. The place of performance is located at the University of Texas in Austin, TX 78712. The procurement will be conducted under the authority of 41 U.S.C. 1901(e)(2), allowing acquisition from only one responsible source. Beckman Coulter was selected because it is the only manufacturer capable of meeting all four critical requirements for the microbioreactor system, including parallel microbial culture capabilities, specific space dimensions, multiple culturing modes, and real-time environmental monitoring sensors.
