About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Philadelphia is seeking bioinformatic services to examine infectious disease threats across the Indo-Pacific Command Area of Responsibility. The contractor will support NAMRU INDO PACIFIC's biosurveillance projects by implementing standardized laboratory procedures to detect biothreat agents, arboviruses, and antibiotic-resistant organisms, developing detailed consensus genomes for regional pathogens, and providing capabilities to identify novel emerging and re-emerging infectious diseases. The services will involve collaboration with research institutions across Malaysia, Laos, Vietnam, Philippines, South Korea, Taiwan, and Papua New Guinea to support existing health facilities and research-based infectious disease surveillance networks. The acquisition will be conducted under FAR Part 12 and Part 13 procedures, with all responsible sources invited to submit capability statements, proposals, or quotations for agency consideration. The solicitation was posted on September 8, 2025, with responses due by September 11, 2025.
This procurement does not utilize any set-aside designation and the Navy intends to award a sole source, firm-fixed price contract to PathoSeq Bio, LLC. The contract value is estimated at $219,470.02, covering a 12-month base period from September 15, 2025, through September 14, 2026. PathoSeq Bio was identified as the sole source due to their unique Pan-Viral Panel that is compatible with the Oxford Nanopore Technologies MinION NGS device used by NAMRU INDO PACIFIC, capable of testing specimens for approximately one thousand viral genomic sequences endemic to the Indo-Pacific region. The work will be performed primarily on the West Coast of the United States, with potential wet-lab sequencing training and sample processing at partner locations. The contract falls under NAICS code 541715 with a small business size standard of 1000 employees.
Notice text
In this requirement, contractor services are needed to examine infectious disease threats in various countries around the Indo-Pacific Command (INDOPACOM) Area of Responsibility (AOR). The primary objective is to provide support to existing health facilities and research based infectious disease surveillance networks that survey and identify biothreat, endemic tropical and respiratory threats, and antimicrobial resistant (AMR)/multidrug resistant organisms (MRDO) illness etiologies among patients and other volunteer subjects, as well as zoonotic and environmental sources. The specific objectives are to support existing NAMRU INDO PACIFIC biosurveillance projects across INDOPACOM AOR to:
1. implement standardized laboratory procedures to detect biothreat agents, arboviruses, and antibiotic resistant organisms from contrived, environmental, zoonotic or patient samples.
2. develop detailed consensus genomes for a select subset of regional pathogens of concern.
3. provide the capability to identify novel emerging and re-emerging infectious diseases in the region.
This acquisition will involve these services over a 12-month period of performance (consisting of a 12- month base period) from 15 September 2025 through 14 September 2026.
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Philiadelphia Contracting Department intends to award a sole source, Firm-Fixed price contract to PathoSeq Bio, LLC. in support of NAMRU INDO PACIFIC.
