About this opportunity
The National Institute of Standards and Technology (NIST) has issued a Special Notice regarding their intent to negotiate a sole source service maintenance agreement with Bio-Rad Laboratories for a Bio-Rad QX200 ddPCR system. The system supports the Biosystems and Biomaterials Division at NIST's Gaithersburg, Maryland campus. NIST justifies the sole source approach under FAR 13.106-1(b)(1) based on Bio-Rad being the exclusive manufacturer and sole provider of certified spare parts for their instruments. The acquisition falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance with a size standard of $34.0 million. This notice was posted on July 2, 2025, with responses due by July 14, 2025.
The primary purpose of this Special Notice is to determine whether other vendors besides Bio-Rad might be capable of providing the required service maintenance for the specialized ddPCR system before proceeding with sole source negotiations. NIST emphasizes that only Bio-Rad engineers are trained and certified to service these instruments, and unauthorized repairs could void warranties or existing service agreements. Interested parties must submit written responses clearly demonstrating their capability to satisfy the requirements by July 14, 2025, at 8:00 AM Eastern Time to the designated contracting officer via email. The government retains full discretion to determine whether to proceed competitively based on responses received. All questions regarding the notice must be submitted in writing, and parties should note that this notice does not constitute a formal solicitation for proposals.
