About this opportunity
The Army Contracting Command, acting through the 409th Contracting Support Brigade, is preparing to procure a Between Occupancy Maintenance Multiple Award Task Order Contract (MATOC) providing integrated commercial cleaning and construction/maintenance services across German-based U.S. Army Garrisons, with responses to this Sources Sought Notice due October 29, 2026 at 2:00 PM CET.
Performance spans five USAG installations: Bavaria, Ansbach, Rheinland-Pfalz, Stuttgart, and Wiesbaden. The contract will operate as an IDIQ vehicle with Firm Fixed Price task orders over a ten-year period commencing April 2027, with a combined ceiling of $249 million.
The procurement encompasses three service categories: Category A addresses commercial cleaning and janitorial services including deep cleaning, flooring care, and waste removal; Category B covers interior maintenance and light trade repairs such as carpentry, drywall, and painting; and Category C encompasses mold abatement, decontamination, and fixture replacement. Contractors must demonstrate capability to coordinate dual-sequence scheduling, manage subcontractor teams, and execute integrated quality management frameworks addressing both performance-based cleaning services (utilizing Quality Control Plans and Quality Assurance Surveillance Plans) and technical construction work (utilizing prescriptive specifications and technical inspections). High-volume seasonal surge period management is required.
NAICS 23611 and PSC codes Z1FA and S201 apply. Responses must be submitted electronically in PDF format to CPT Bailey Widman (bailey.e.widman.mil@army.mil) and MAJ Dustin Tutin (dustin.m.tutin.mil@army.mil). This RFI is informational only and does not constitute a commitment to award.
