About this opportunity
The Department of the Navy Naval Sea Systems Command is soliciting quotes for six benchtop wind tunnels to be used for calibrating air velocity measurement devices in shore-based shipyard laboratories. These Class 3 wind tunnels must generate uniform and stable air velocities between 25 to 9000 feet per minute, specifically designed to calibrate hot wire anemometers with probe diameters ranging from 1/8 to 3/8 inch. The equipment must meet precise technical specifications including a 4"x4" test chamber cross-section with 6" minimum length, dimensions not exceeding 72"x24"x24", weight under 70 pounds, and operation at 120 VAC single-phase with a variable speed motor capable of 0-10000 RPM. The procurement will be awarded using the Lowest Price Technically Acceptable (LPTA) evaluation criteria to the responsible offeror whose quote conforms to requirements and is most advantageous to the government. The original response deadline was September 2, 2025 at 3:00 PM, but the solicitation has been extended with an amendment posted on August 29, 2025, making the new due date September 4, 2025.
This procurement is set aside as a Total Small Business opportunity, though the original solicitation documents indicated it was initially designated for Women-Owned Small Business (WOSB) concerns. No incumbent contractors or potential award values are specified in the available documentation. The contract requires delivery of all six wind tunnels within 90 calendar days from the award date under a firm-fixed-price arrangement. Performance will occur at the Calibration Standards Ready Issue Activity located at Marine Corps Air Station (MCAS) Beaufort, South Carolina. This is structured as an all-or-none requirement, meaning partial quotes will be deemed unresponsive and will not be evaluated by the agency.
