About this opportunity
The Bureau of Land Management Idaho Region seeks mechanical mastication and mowing services on 200 acres for hazard fuels reduction in the Carson City, Nevada area, with proposals due August 21, 2026. The solicitation is restricted to active LMIR BPA holders only; currently 88 businesses are eligible and must provide documentation of LMIR BPA status prior to participation. This is a Women-Owned Small Business (WOSB) set-aside.
Place of performance is Washoe County, Nevada, north of Reno, along maintained dirt roads. Work spans two treatment zones from September 15, 2026, through February 28, 2027. Zone 1 (0 to 40 feet from road) requires 100% clearing and mowing to approximately 1 foot height; Zone 2 (40 to 140 feet) requires 50% brush reduction mowed to approximately 1 foot. Mechanical equipment must meet minimum 110 horsepower, be rubber-tired or tracked, equipped with a horizontal rotor mastication head or mowing deck, and be free of fluid leaks. Contractors must establish a Government-approved work schedule at pre-work conference, provide warning signage, equip all engines with spark arresters, maintain fire extinguishers and suppression capability, prevent equipment-based weed spread, protect cultural resources, and maintain soil stability and water quality. Contractors assume potential liability for wildfire suppression costs under Title 43 CFR 9212 if fire results from project activities.
The NAICS code is 115310, Support Activities for Forestry; PSC code is F006. Evaluation uses three factors: Technical Capability (maximum 5-page narrative addressing project understanding, approach, safety, sustainability, permitting, and schedule); Relevant Experience (minimum two similar projects from past five years with owner contact information); and Price (reasonableness and overall value). The Government will make an integrated best-value assessment and may award to a non-lowest-priced quote if superior value is demonstrated. Service Contract Act prevailing wage rates apply to Washington State counties. Payment processes through the Department of the Treasury's Invoice Processing Platform. The contracting officer is Traci Thaler; the administering office is BLM FA-NTL Interagency Fire Center in Boise, Idaho.
