About this opportunity

The U.S. Bureau of Reclamation is seeking small businesses to provide environmental compliance and support services for the Battle Creek Salmon and Steelhead Restoration Project in Tehama and Shasta Counties, California. The primary objectives include administering the Environmental Implementation Plan (EIP), conducting preconstruction surveys, implementing worker environmental education programs, developing vegetation protection plans, and performing environmental compliance monitoring for a habitat restoration initiative involving approximately 48 miles of salmon and steelhead habitat. Potential contractors must demonstrate technical capability to meet the project requirements within the North American Industry Classification System (NAICS) code 541620, with a small business size standard of $19 million. Interested businesses are required to submit responses electronically to Marianna Mezentseva and Roxana Ahola by May 12, 2025, at 9:00am PDT, including company information, business size classification, capability details, and intent to submit a quote. Responses will be used to determine the method of acquisition and potential small business socioeconomic set-aside opportunities.

The project is structured as a one-base-period and four-option-year contract running from October 1, 2025, through September 30, 2030, with an estimated 400 labor hours allocated for project management and environmental expertise. While no specific award value is explicitly stated, the contract will support critical infrastructure modifications, including removing multiple diversion dams and installing fish ladders to enhance salmon and steelhead habitats. The environmental services will involve collaboration with multiple agencies, including the National Marine Fisheries Service, U.S. Fish and Wildlife Service, California Department of Fish and Wildlife, and Pacific Gas and Electric Company. The project aligns with the CALFED Bay-Delta Program's ecosystem restoration efforts and will focus on regulatory compliance, environmental protection, and implementation of comprehensive habitat mitigation strategies. No specific set-aside designation has been predetermined, with the government seeking to evaluate small business capabilities through this sources sought notice.
