About this opportunity
The United States Marine Corps is seeking environmental consulting services for a bat survey and monitoring project at Marine Corps Recruit Depot Parris Island (MCRDPI) in South Carolina. The Natural Resources Section of the Environmental Division requires a contractor to conduct comprehensive bat surveys to determine species presence, locations, and habitat usage, with a specific focus on endangered and threatened species under the Endangered Species Act. Potential contractors must be registered in the System for Award Management (SAM) and registered under NAICS code 541620 for Environmental Consulting Services. The pre-solicitation notice requires interested businesses to submit documentation including their capabilities statement, CAGE code, DUNS number, and confirmation of GSA/FSS contract availability. Responses are due by February 24, 2025, with the initial contract period set to begin on April 30, 2025.
The contract includes a base period from April 30, 2025 to April 30, 2026, with four potential one-year option periods that could extend the contract through April 30, 2030. Contractors must follow U.S. Fish and Wildlife Service (USFWS) 2017 protocols, which mandate 3 nets per 123 acres for 3 nights during non-linear surveys. The project requires detailed deliverables including GIS layers, metadata, printed and digital reports, and comprehensive data analysis of bat populations. While no specific set-aside is designated, small businesses are encouraged to apply. The primary objectives include managing bat populations, ensuring continued access to training areas, preventing human-bat conflicts, and maintaining compliance with environmental regulations while supporting the Marine Corps recruit training mission. Specific technical requirements are outlined in the attached Performance Work Statement (PWS), which provides comprehensive details about survey methodologies and reporting expectations.
