About this opportunity
The Department of the Army's Army Contracting Command-Aberdeen Proving Ground, Tobyhanna Division, is conducting market research for Basic Life Support (BLS) Emergency Medical Services at Tobyhanna Army Depot in Pennsylvania. The requirement involves providing two Pennsylvania Department of Health certified Emergency Medical Technician-Basics (EMT-Bs) and a BLS ground ambulance stationed on-site Monday through Friday from 7:00 A.M. to 5:00 P.M., excluding federal holidays. Contractors must maintain a licensed, transport-capable ambulance capable of responding to medical, fire, hazardous material, and other emergency incidents on depot property during regular duty hours, with response time standards of 60 seconds for turnout and 240 seconds for travel time. The government anticipates awarding a single-award, firm fixed price and time and materials hybrid contract under NAICS code 621910 (Ambulance Services) with a small business size standard of $20 million. Interested parties must submit capabilities statement packages limited to ten pages demonstrating their ability to meet the requirements by September 5, 2025.
This procurement does not include any set-aside designations and is open to all qualified contractors meeting the ambulance services industry requirements. No incumbent contractors or current service providers are identified in the sources sought notice. The contract would cover option years 3 and 4 of what appears to be an existing multi-year arrangement, with performance periods beginning March 9, 2026 and March 9, 2027, respectively, subject to the government's discretion to exercise these options. The requirement specifically calls for two full-time EMT-B personnel who must maintain appropriate certifications including NIMS training, background checks, and CPR certification. While no specific contract value is disclosed, the scope involves continuous on-site medical coverage during business hours with additional standby services for special events and monthly reporting requirements through the Wide Area Workflow system.
