About this opportunity
The U.S. Coast Guard seeks preparation and pouring of a concrete parking pad at Base STL-IPD in St. Louis, Missouri, with proposals due August 21, 2026. This procurement is a 100% small business set-aside under NAICS 238110 (Poured Concrete Foundation and Structure Contractors) with a $19 million size standard, and award will be made to the lowest price technically acceptable bidder on a firm-fixed-price basis.
Place of performance is USCG Base STL-IPD, 100 Arsenal Street, Building 17, St. Louis, MO 63118. The scope requires preparation and pouring of a 2,900 square-foot concrete parking pad with 6-inch slab thickness (approximately 53.7 cubic yards), designed to ACI 330 standards for medium-duty parking capable of supporting standard commercial lot traffic, light-duty delivery trucks, and passenger vehicles. High-stress zones including dumpster routes and loading areas require 6.5 to 8 inches thickness. The four-phase project involves site preparation with gravel compaction, formwork and reinforcement with control joints, concrete pouring with broom finish and proper drainage slope, and curing with formwork removal and cleanup. Critical site interferences requiring coordination include gas meters, existing fencing, ladder ways, emergency exits, and ground-mounted HVAC units. The contractor must perform on-site with its own forces work equivalent to at least 50% of total contract value; non-compliance triggers a 15% retention withhold on unauthorized subcontracted work value. All personnel must possess valid State or Federal identification, with the contractor providing the Project Manager a complete list of on-site workers. Performance must begin within 10 calendar days of notice to proceed and be completed within 30 calendar days thereafter. Offerors must be actively registered in SAM.gov and provide representations prescribed in FAR clause 52.236-1, including certifications regarding small business status, independent price determination, covered telecommunications equipment, and biobased product and waste reduction compliance under RCRA Section 6002.
