About this file
This is a Statement of Work (SOW) for a concrete parking lot construction project at the U.S. Coast Guard Base STL-IPD facility located at 100 Arsenal Street, Building 17, St. Louis, MO 63118. The project requires the preparation and pouring of a 2,900 square-foot concrete parking pad with a 6-inch slab thickness (classified as medium-duty), requiring approximately 53.7 cubic yards of concrete. The slab must comply with ACI 330 standards for concrete parking lots, include thickened perimeter edges to prevent edge cracking, and accommodate standard commercial parking traffic, light-duty delivery trucks, and passenger vehicles. High-stress zones such as dumpster routes and loading areas must be designed with 6.5 to 8+ inch thickness. The project involves four construction phases: site preparation and subgrade installation with gravel compaction, formwork and reinforcement with control joints, concrete pouring and finishing with broom finish and proper drainage slope, and curing with formwork removal and site cleanup.
The contractor is responsible for providing all labor, materials, tools, and equipment while ensuring compliance with federal, state, and local regulations and safety standards. Critical site interferences requiring coordination include gas meters, existing fencing, ladder ways and emergency exits, and ground-mounted HVAC units. The facility is secured and requires all personnel to possess valid State or Federal identification; contractors must provide the Project Manager with a complete list of on-site workers. The associated solicitation (70Z02926QGALV0065) is a Small Business Set-aside (100% for businesses under 19M in NAICS code 238110) with award on a Firm-Fixed Price basis to the lowest price technically acceptable bidder. Offerors must be actively registered in System for Award Management (SAM.gov) and submit cost schedules and force account statements simultaneously.

Parking Lot Concrete Pour for U.S. Coast Guard.
Project Location: U.S. Army Corp of Engineers Service Base USCG Schlimme Industrial Facility Dock 100 Arsenal Street Building 17 St. Louis, MO 63118
Project Manager: DCC Joseph T. Medfisch Office (571) 613-2251 Cell (724) 910-1596 E-mail: joseph.t.medfisch@uscg.mil
1. Project Overview This Scope of Work (SOW) outlines the requirements, specifications, and guidelines for the preparation and pouring of a concrete parking pad. The project aims to provide a durable, medium-duty parking surface capable of supporting standard commercial lot traffic.
2. Project Specifications
· Total Area: 2,900 square feet
· Slab Thickness: 6 inches (Classified as Medium Duty)
· Estimated Concrete Volume: 53.7 cubic yards
· Intended Use: Standard commercial parking, light-duty delivery trucks, and standard passenger vehicles.
3. Design & Structural Requirements
· Standard Compliance: All design and construction practices must comply with ACI 330 (Guide for the Design and Construction of Concrete Parking Lots).
· High-Stress Zones: Any specific areas designated for heavy loads (e.g., trash enclosure pads, loading zones, or dumpster routes) must be designed to a heavy-duty thickness of 6.5 to 8+ inches.
· Thickened Edges: The perimeter of the concrete slab must feature thickened edges (or integrated concrete curbs) to accommodate frequent wheel loads and prevent premature edge cracking.
4. Known Site Interferences & Obstruction Management To ensure safety and prevent property damage, the contractor must identify and coordinate work around the following known interferences on the site:
· Gas Meters: Maintain safe clearance distances in accordance with utility guidelines. Provide protective physical barriers (such as bollards) if the slab borders these utility points.
· Fencing: Protect existing property and boundary fencing during excavation and pouring. Any fencing removed temporarily for access must be restored to its original state.
· Ladder Ways / Safety Exits: Maintain clear, unobstructed access to all exterior ladder ways and emergency exits throughout both the construction phase and in the final slab layout.
· HVAC Units: Exercise extreme caution when operating machinery near ground-mounted HVAC systems. Ensure excavation, grading, and concrete placement do not disturb the units' foundations, electrical feeds, or refrigerant lines.
5. Construction Phases & Responsibilities Phase 1: Site Preparation & Subgrade
· Excavate the designated 2,900 sq ft area to the required depth, paying careful attention to the marked utilities and the known site interferences.
· Install and properly compact a gravel subbase to ensure uniform weight distribution and adequate subgrade support. Concrete strength is highly dependent on this underlying base.
Phase 2: Formwork & Reinforcement
· Erect formwork to accommodate the 6-inch slab thickness and perimeter edge specifications.
· Install necessary control joints to manage concrete shrinkage and reduce random cracking.
Phase 3: Pouring & Finishing
· Procure and pour approximately 53.7 cubic yards of concrete.
· Finish the concrete surface to provide adequate traction for vehicles and pedestrians (e.g., a standard broom finish).
· Ensure proper grading and sloping for water drainage to prevent pooling on the slab surface.
Phase 4: Curing & Cleanup
· Apply appropriate curing compounds or utilize wet curing methods as specified by the concrete supplier.
· Remove all formwork, clean the site of construction debris, and ensure the surrounding area is restored.
6. CONTRACTOR RESPONSIBILITIES
The contractor shall:
· Provide all labor, materials, tools, and equipment necessary to complete the repair.
· Ensure all personnel are properly trained and certified to perform the work.
· Comply with all applicable federal, state, and local regulations, including safety and environmental standards.
· Maintain a safe and secure work environment throughout the duration of the project.
· Coordinate with the Coast Guard representative to minimize disruptions to pier operations.
· Notify the Coast Guard representative immediately of any unforeseen issues or delays that may impact the project timeline.
SAFETY AND SECURITY.
U.S. Coast Guard IPD St. Louis is located at a secured facility on U.S. Army Corps of Engineers Service Base St. Louis, all persons require a valid State or Federal ID to obtain entry. The Contractor will provide the Project Manager a full list of the names of all personnel that will be working on-site.
