About this opportunity
The 48th Contracting Squadron at RAF Lakenheath, United Kingdom, is conducting market research for Base Enlisted Specialty Training (BEST) and Base Level Human Resources System Management (HRSM) services through this pre-solicitation notice. The Department of the Air Force United States Air Forces in Europe - Air Forces Africa seeks non-personal services to support personnel data systems management, training support, system administration, training record processing, and unit training manager support across RAF Lakenheath and RAF Mildenhall. Key contract objectives include managing user accounts, overseeing training programs, conducting test control, performing data analysis, and ensuring compliance with Air Force instructions and personnel management guidelines. The government is specifically requesting feedback on companies' ability to provide these administrative services and whether interest would remain if the Logistical Support portion of the Performance Work Statement is removed. Electronic responses must be submitted by email to the primary point of contact no later than Wednesday, August 13, 2025, at 1400 London Time, with earlier submissions highly encouraged.
This opportunity does not utilize any set-aside designations and is classified under NAICS code 561110 for Office Administrative Services. The contract structure calls for a firm-fixed-price arrangement covering one base year and four option years from October 1, 2025, through September 30, 2030, supporting both the 48th Force Support Squadron and 100th Force Support Squadron. The contractor will handle approximately 40-50 new users per year at each location, with estimated monthly workloads including 30 customer queries, 175-200 training record processing tasks, and 1000 data reports at Lakenheath, with proportionally fewer requirements at Mildenhall. No incumbent contractor information or specific budget ranges are disclosed in this market research notice. The government emphasizes that this request for information is for planning purposes only, does not constitute a formal solicitation, and funding may not be available to proceed with the requirement.
