Added: May 23, 2006 Modified: July 19, 2006Track Changes THIS IS A PRESOLICITATION NOTICE FOR BASE CIVIL ENGINEERING WORKS. THIS IS NOT A REQUEST FOR PROPOSAL. This project shall include but not be limited to the following: BASE CIVIL ENGINEERING WORKS Requirements Contract. Furnish all plant, labor, equipment, and material in performing all operations in connection with the construction, demolition, alteration, and repair of a Requirements Contract, Base Civil Engineering Works. The above description of work is for general information only. This statement is not intended to describe every feature of items of work or to define the scope of work. The solicitation will be a Request for Proposal (RFP), Requirements, Price Performance Tradeoff (PPT). This is a full and open competitive procurement. All responsible sources are permitted to compete. This acquisition is subject to the Small Business Competitiveness Demonstration Program IAW FAR 19.10. Applicable Designated Industry Group IAW FAR 19.1005(a)1 is NAICS code 237310 - Highway, Street and Bridge Construction, and FAR 19.1307 Price Evaluation Preference for HUBZone Small Business Concerns. Award will be made based upon the best value to the Government. The Government reserves the right to award a contract to other than the lowest offeror. The performance period projected is for a base period of one year from date of award and four 12-month option periods there after. This Project Number is NKAK 04-1008, NAICS 237310. Magnitude of construction is between $5M - $10M. The solicitation package will be posted on Electronic Posting System (EPS), on or about 11 August 06, which can be accessed at http://www.fbo.gov/. The Government will not provide paper copies of the solicitation package; however a CD with specifications and drawings will be provided to Interested Vendors who respond to the instruction that will be provided with the solicitation. Facsimile, telephone, written, or email request for the solicitation package will not be honored. Potential offerors are responsible for monitoring the FBO/EPS site for the release of the solicitation package and any other pertinent information. All potential contractors must be registered with the state of Arkansas as a licensed contractor. No proposal may be submitted prior to submitting an application for licensure in the state of Arkansas. Please refer to the following website to obtain state licensing information http://www.state.ar.us/clb/. All potential contractors must have current registration with the Central Contractor Registry to be eligible for award (internet site: http://ccr.edi.disa.mil/ccragent/plsql/ccr.welcome), and complete the online representations and certifications at http://orca.bpn.gov/ . Added: May 23, 2006 The 314th Contracting Squadron at Little Rock AFB, Arkansas hereby issues this Sources Sought Notice for the following categories: 8(a), HUBZone, and Service Disabled Veteran whose primary NAICS code is 237310. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT. SOLICITATION AND AWARD ARE CONTINGENT UPON FUNDS BECOMING AVAILABLE. The purpose of this notice is to identify sources with the capability to furnish all plant, labor and material in performing all operations in connection with the Base Civil Engineering Works Requirements Contract in accordance with Specifications and Statement of Work. Principal features of the work shall consist of, but not be limited to the following; construct new curb and gutter, removal and replacement of existing curb and gutter, spot repair failed asphalt surfacing, unstable base material and subgrade, removal of asphalt surfaces, scarify and recompact base course, asphalt paving/prime and tack coat/surface course/reshaping roadway shoulders, coal tar emulsion sealer, traffic marking paint, construct drives, parking lots, concrete slabs, sidewalks and concrete steps with handrails, resurface basketball and tennis courts, install storm sewer pipe, manholes and curb and grate inlet tops, construct surface drainage, install sub-drains, cold-mill asphalt pavements, repair utility trenches, planting shrubs and trees, clear and grubbing, grading and excavating, sod and seed disturbed areas, install fixed, removable, and lighted bollards, install underground electric and lights, install erosion control measures, install new or remove/reinstall existing chain link fence, install new or remove/reinstall metal screen, and construct brick enclosures. Projected magnitude is between $5,000,000-$10,000,000. Interested sources should have experience in this type of work or similar projects. This notice is for informational purposes only and does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost(s) incurred for participation in this survey.
