UPDATE:  The purpose of this amendment is to provide industry questions and Government responses.


This is a time sensitive procurement, as such, the Government will be not extending the response date as a result of this amendment.

 This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quote (RFQ) number is N66604-15-Q-2782. This procurement is a 100% set-aside for small business. The North American Industry Classification System (NAICS) Code is 238320. Size standard is $15.0M.


 


The Naval Undersea Warfare Center, Division Newport intends to award a Firm Fixed Price (FFP) purchase order for the following services:


 


CLIN 0001     QTY 1 Job      Painting Services in accordance with Statement of Work (Attachment 1)


 


Place of Performance: The contractor shall perform all services at the Naval Undersea Warfare Center, Seneca Lake, YFN-1260 Barge, in Dresden, NY.  Access to the facility must be obtained. 


 


Period of Performance is estimated to be 3 weeks (no weekend days) with tasking to be completed before 15 Sep 2015.  Facility work hours are 0730 to 1600 Monday through Friday. No access will be granted on weekends.


 


Offerors shall include the labor categories and hours proposed, the hourly labor rate, the cumulative total price, and any materials or other direct costs proposed for the painting services.


 


Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The following provisions and clauses apply:


 


FAR 52.212-1, Instructions to Offerors--Commercial Items;


FAR 52.212-2, Evaluation - Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important;


FAR 52.212-3 (Alt 1), Offeror Representations and Certifications - Commercial Items;


FAR 52.212-4, Contract Terms and Conditions--Commercial Items;


FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and


Assess to Government Site Procedures.


 


In accordance with FAR 39.204(d), an exception to Section 508 applies as this requirement does not include EIT or is exempt from 508 requirements.

Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
