STATEMENT OF WORK YFN-1250 BARGE PAINTING

PR#1300476406

1.0 Background: Painting services are required for the hull of YFN-1250 barge located on Naval

Undersea Warfare Center’s Seneca Lake facility, Dresden, New York. The YFN-1250 is a rectangular barge with deck housing on it. The YFN-1250 Barge is located at the Government shore facility

(Dock side with gantry access) in Dresden, NY.

2.0 Scope: The contractor shall prepare painting surfaces, prime and paint the YFN-1250 barge. Painting shall include applying a minimum of 6 mils of the specified paint to the exterior, including the roof of the barge to the waterline. Measurements are as follows:

Dimensions of barge: 110’L x 21’W x 21’6”H.

Dimension of barge above waterline: 18’6”.

Dimensions of the deck housing: 88’L x 26’W x 12’6”H.

Dimensions of deck housing roof: 88’L x 26” W

3.0 Applicable Documents:

4.0 Requirements:

The contractor shall supply all apparatus and equipment to prepare, prime, and paint the YFN-1250 barge exterior and roof to the water line. The contractor shall be responsible to supply all Personal Protective equipment in accordance with Applicable Document 3.3.

The contractor will be responsible for all plumbing (.i.e. garden hoses) and electrical lines (i.e. extension cords) from shore to barge (roughly 100’) and around barge complex during operational tasking.

4.1 Barge Preparation:

4.1.1 The contractor shall remove all loose/chipping paint, scale rust and debris in preparation of painting. In addition the contractor shall remove bird excrement and dust before priming and painting. The contractor shall prevent the paint chips, rust, and debris from falling into the water. The contractor shall remove the existing debris and transfer into Government supplied barrels (see GFP). The

Government will dispose of the barrels.

4.1.2 The contractor shall pressure wash all surfaces.

4.2 Barge Painting:

4.2.1 Decks and Stairs: The contractor shall prime all decks and stairs with

Amershield AM-29 primer then paint with a top coat of Navy Gray (PPG

Amershield AM-29).

4.2.2 Cleats and pins: The contractor shall paint the cleats and pins with Safety Yellow

(PPG Amershield AM-T3/01).

4.2.3 Railings: The contractor shall paint the hand railings with Standard White (PPG

Amerlock AK2-3/01) .

4.2.4 The contractor shall prime the Roof of the barge with Amershield AM-29 primer then paintwith a top coat of Navy Gray (PPG Amershield AM-29).

4.2.5 All Deck surfaces paint shall include anti-skid component for grip edges of the decks and shall have a non-slip deck coating (P/N: Anti-Skid Mil Prf 24667 Type 2 Comp G

4.3 Clean Up: The contractor shall secure from open decks all solvents agents or chemicals, oily rags of any type, and painting supplies at the end of each working day. The contractor shall dispose of all materials including empty paint and primer cans, drop clothes, brushes, and soiled supplies off site.

5.0 Government Furnished Property

1. 55 Gallon Drums: For removed and collected paint chips, rust, and debris.

2. Water source: Water supply through town water supply (60 psi- ¾ “ supply line.

3. Electrical Sources: 110V or 220V power sources to support this evolution.

4. Forklift with a capacity of 12,000 lbs will be available to 1 day of load in and 1 day of load out.

Forklift services will need to be coordinated with the site at least 1 day in advance.

5. Boom extension for the forklift with a capacity of 6700 lbs at a radius of approximately 65 ft to raise and lower paint floats into the water. Forklift services will need to be coordinated with the site at least 1 day in advance.

6. Area (30 ft x 120 ft) on pier for temporary supply and equipment storage.

6.0 Progress Reports:

None

7.0 Inspections:

7.1 The Government will conduct inspections for completeness and accuracy at the following time intervals:

7.1.1 Upon completion of the barge preparation.

7.1.2 Upon completion of the coat of primer.

7.1.3 Upon completion of fifty percent of the work.

7.1.4 Final Inspection of the YFN-1250 barge: Upon completion of the top-coat.

7.2 The contractor shall give the Government 24-hour notice prior to the inspection time. The

Government site manager is on site and may be contacted any day during normal working hours (0730-1600) Monday – Friday to arrange for the inspection.

Additional Information

Movement of the barge, if required, will be conducted by the Government.

Level of Security: Unclassified

Place of Performance: Naval Undersea Warfare Center’s Seneca Lake, Dresden, NY.

Facility work hours are 0730 to 1600 Monday through Friday. No access will be granted on weekends.

Task must be accomplished before 15 September 2015.
