About this opportunity

U.S. Customs and Border Protection seeks ballistic armored response vehicles with off-road capabilities for Special Response Team operators in high-risk/high-threat border operations, with revised quotes due June 23, 2026 and questions due by close of business June 19, 2026. This is a firm fixed-price simplified acquisition under FAR Part 12 for commercial products, with no small business set-aside.

Vehicles must achieve B7/NIJ Level IV ballistic protection capable of stopping .50 Ball Ammunition, accommodate at least ten fully equipped operators, and include a remotely operated hydraulic breaching arm with remote elevation and articulation control operable from within the cabin. The amendment specifies that vehicles lacking a remotely operated breaching arm or requiring manual adjustments for height or angle will not be considered. Vehicles must be built on standard commercial chassis (Ford, Chevy, Dodge, etc.) enabling maintenance at local dealerships without specialized training. Platform specifications mandate a 6.7L V-8 Turbo Diesel engine producing minimum 350 horsepower and 800 foot-pounds of torque, 10-speed automatic transmission with electronic 4-wheel drive, Department of State Armor Level E with Mil Spec Steel A46100 armor exceeding B7/NIJ IV with .50 caliber multi-hit capability, armored floor and fuel tank for blast defeat, minimum ten optic-ready gunports, 360-degree rotating turret operable with one hand, and ability to withstand DM51 and DM31 grenade blasts and 20mm fragment projectile impacts. Vehicles must operate across diverse terrain including mountainous, rocky, sandy, heavily wooded areas.

Place of performance includes Texas, Arizona, California, New Mexico, Florida, Virginia, Washington, and New York, with delivery to CBP Building 11169, El Paso, Texas. Deployment period is March 31, 2026 through March 30, 2027, with 90-day delivery desired from award. Vendors must demonstrate current production with documentation of past sales to federal, state, or local law enforcement and ballistic testing results; conceptual or prototype vehicles will not be considered. Deliverables include three-year bumper-to-bumper warranty on chassis, three-year parts warranty, and maintenance coverage on powertrain, chassis, and body. Evaluation uses Lowest Price Technically Acceptable methodology with technical capability weighted as more important than price. NAICS 336992; PSC 2355.
