This is a Statement of Work (SOW) for the acquisition of Ballistic Armored Response Vehicles (BARV) by the Department of Homeland Security, Customs and Border Protection (CBP), Special Operations Division (SOD).
CBP/SOD seeks to procure additional BATT-X units equipped with off-road capabilities for use by Special Response Team (SRT) operators conducting high-risk and high-threat operations along the U.S. border. The vehicles must provide ballistic protection rated at B7/NIJ Level IV capable of stopping .50 Ball Ammunition and accommodate at least ten fully equipped operators. Vehicles will be deployed primarily in Texas, Arizona, California, New Mexico, Florida, Virginia, Washington, and New York. The award type is firm fixed price, with delivery desired within 90 days of vendor receipt of award. The period of performance runs from 3/31/2026 through 3/30/2027.
Contractors must demonstrate that their BARV is currently in production, not based on conceptual designs. Vendors must provide documentation of past sales, ballistic and explosive testing results, and proof of successful evaluation in diverse terrain including sandy, rocky, mountainous, heavily wooded, and humid environments. The vehicle platform must be built on a standard automotive chassis (Ford, Chevy, Dodge, etc.) to enable local dealership maintenance and repairs without specialized training. All pricing must include accessories, warranty costs, and related expenses; sales tax is excluded. Deliverables include a three-year bumper-to-bumper warranty on chassis, three-year parts warranty, and maintenance coverage on powertrain, chassis, and body. Transportation and inspection provisions require vendor and SRT personnel joint inspection before possession, with CBP/SOD retaining rejection rights for defective vehicles. Technical contact is Lirian Izquierdo, Program Manager for SRT at CBP SOD.

Statement of Work (SOW) Ballistic Armored Response Vehicle
1.0 INTRODUCTION
This Statement of Requirements defines the requirements of the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO) in acquiring a Ballistic Armored Response Vehicle with off road capabilities for use by Special Operations Division (SOD), Special Response Team (SRT). SRT is under the command of the Special Operations Division (SOD).
2.0 BACKGROUND
SRT conducts a variety of high-risk operations in high threat environments against armed individuals and/or groups using high caliber weapons and improvised explosive devices (IEDs). As treat levels increase, instability between cartels (control of leadership, control of territory and rising uncontrolled violence against law enforcement), and with the potential of terrorist attacks, it is the intent of SOD to acquire an armored vehicle capable of withstanding multiple impacts of high caliber weapons, grenades, IEDs, and roadside bombs.
With the diverse terrain encountered by SRT throughout the border regions, many operations take place in rural areas with inadequate cover and where terrain may be difficult due to unimproved roads. This places SRT operators in dangerous situations when confronted with a lethal threat.
SRT also responds to active threats and serves high risk warrants in urban areas that demands protection for its personnel during infiltration, extraction, and potential rescue & recovery operations, for both law enforcement and the public.
For these operations, SRT requires a vehicle that can operate both on and off road, is able to carry at least ten (10) fully equipped operators and provide a high level of ballistic protection.
