About this opportunity

The United States Coast Guard has issued a Notice of Intent to Award a sole source Blanket Purchase Agreement (BPA) to Morton Bahamas Limited for fuel supply services supporting USCG Air Station Clearwater in Matthew Town, Inagua, Bahamas. This special notice, posted on May 22, 2025, with responses due by May 23, 2025, announces the government's intention to award an unpriced BPA for jet fuel, diesel, and gasoline under the authority of 10 U.S.C. 3204(a) and FAR 6.302-1. The procurement supports Operations Bahamas, Turks and Caicos (OPBAT), a joint anti-drug and migrant smuggling operation conducted with the U.S. Drug Enforcement Agency and Bahamian authorities. The sole source justification is based on Morton Bahamas Limited's unique ownership of a large portion of Great Inagua Island and its exclusive access capabilities to provide fuel services in this remote location. The USCG Operational Logistics Command will serve as the procuring entity for this commercial acquisition under NAICS code 486910.

The primary objective of this notice is to inform potential contractors of the government's intent to proceed with a sole source award while providing an opportunity for other responsible sources to submit capability statements, proposals, or quotations for consideration. The BPA will have a five-year ordering period from July 1, 2025, through June 30, 2030, with a total estimated value of $14,838,536 and individual call order limits not exceeding $7,500,000. Contractors must demonstrate capability to provide aviation fuels meeting specific ASTM and military specifications, maintain minimum inventory levels of 20,000 gallons of aviation fuel, and deliver fuels within 24 hours of request. All inquiries must be submitted in writing via email to the designated Contract Specialist and Contracting Officer, with no reimbursement provided for costs associated with submitting capability information. The government retains sole discretion in determining whether to compete the procurement based on responses received, and the notice emphasizes that Morton Bahamas Limited remains the only identified source with both island access and fuel delivery capability for this remote USCG facility.
