About this file

This Statement of Work (SOW) details fuel procurement requirements for the United States Coast Guard (USCG) Operations Bahamas, Turks and Caicos (OPBAT) on Great Inagua Island. The contractor, Morton Bahamas Limited, must provide and maintain a minimum of 20,000 gallons of aviation fuel (including JP-5, JP-4, JP-8, Jet A, Jet A-1, and Jet B), along with low sulfur diesel fuel and 87 octane gasoline for USCG vehicles. The fuel must meet specific ASTM and military specifications, with stringent quality assurance requirements including 25-hour settling periods, weekly tank recirculation, and clear-and-bright testing prior to delivery.

The SOW outlines comprehensive technical requirements, including compliance with National Fire Protection Association standards, maintenance of a Pre-Mishap and Salvage Plan, and specific operational protocols. The contractor must provide on-demand fuel access within 24 hours and maintain communication channels with USCG personnel, including primary and secondary utility clerk contacts. The fuel support is critical for USCG aircraft and vehicle operations in the Bahamas, specifically supporting anti-drug and migrant smuggling efforts through a joint operation involving the U.S. Drug Enforcement Agency, USCG, and Bahamian authorities.

1.2 SCOPE

The contractor will be responsible for providing fuel in support of USCG aircraft and vehicles on Great lnagua Island, Bahamas. There is a 24/7/365 USCG presence on Great lnagua Island and having fuel support is essential to USCG operations.

1.3 APPLICABLE DOCUMENTS

The contractor shall adhere to the specifications, standards, and/or guidance outlined in the following publications in order to meet the requirements of this Statement of Work (SOW). The contractor shall reference the most current version of these publications. The Government will provide a copy of the referenced USCG Publication upon written request.

The National Fire Protection Association's (NFPA) fuel-handling handbook shall be used as a guide.

Compliance Documents

NFPA 407 Manual National Fire Protection Association, Standard for Aircraft Fuel Servicing

2.0 SPECIFIC REQUIREMENTS

The contractor shall maintain a minimum of 20K gallons of aviation fuel on-hand for use by USCG. The contractor shall provide on-demand access to refuel facilities within 24-hours of USCG’s request for fuel. If at any time this requirement cannot be met, the contractor shall notify the USCG Great Inagua Island Site Supervisor and CGAS Clearwater OPBAT Maintenance Officer when services will be unavailable and when those services will resume.

2.1 FUEL

The USCG will provide refueling vehicles to obtain all aviation fuels from contractor-provided fuel storage facilities.

The contractor shall deliver diesel and gasoline to Great Inagua Island USCG Aviation Facility where the contractor will pump the fuel into the USCG’s onsite diesel and gasoline reserve tanks.

2.2 FUEL SPECIFICATIONS

Only fuels meeting American Society for Testing and Material (ASTM) or military specifications are authorized for use by USCG aviation assets and will be the only fuels accepted in accordance with CGTO PG-85-00-170 (Series) Aviation Fuel Handling Procedures Process Guide.

The below USCG Aviation Fuel Comparison Table shows a comparison of the qualities of authorized USCG aviation fuel.

USCG Aviation Fuel Comparison Table

Type of Fuel Flash Point Freezing Point NATO Code Mil-Spec No Density

(API Gravity)

JP-4 Below 18 °C -58 °C F-40 MIL-DTL- 5624 45-57

JP-5 60 °C -46 °C F-44 MIL-DTL- 5624 36-48

JP-8 38 °C (min) -47 °C F-34 MIL-DTL- 83133 37-51

JET A 38 °C -40 °C F-34 ASTM-D1655 37-51

JET A-1 38 °C -47 °C F-35 ASTM-D1655 37-51

JET A-M 38 °C -40 °C F-24 ASTM-D1655 37-51

JET B -18 °C -58 °C N/A ASTM-D6615 45-56

The Contractor shall also provide Low Sulfur Diesel Fuel (<500PPM or better) and 87 Octane gasoline for vehicles.

2.3 AVIATION FUEL

The contractor shall provide aviation grade fuels, JP-5, JP-4, JP-8 (MIL-T-5624), or commercial equivalents. Jet A, Jet A-1, and Jet B (ASTM D-1655) shall be the primary type of aviation fuel provided.

2.3.1 Jet A

Jet A is a commercial grade of fuel that meets the specifications of ASTM-D1655. It is very similar to JP-5, except that it has a lower flash point of approximately 100 °F compared to the 140 °F flash point for JP-5. Jet A can be used as a replacement when JP-5 is not readily available.

2.3.2 Jet A-1

Jet A-1 is a commercial grade of fuel that meets the requirements of ASTM-D1655. It is very similar to JP-8 and has the same flash point and freezing point. Its NATO code is F-35. Jet A- 1 can be used as a replacement when JP-8 is not readily available.

2.3.3 Jet B

Jet B is a commercial grade of fuel that meets the requirements of ASTM-D1655. It is very similar to JP-4 and has the same flash point and freezing point. Jet B can be used as a replacement when JP-4 is not readily available. It does not have a NATO code number.

2.4 DIESEL AND GASOLINE

The contractor shall also provide Low Sulfur Diesel Fuel (<500PPM or better) and 87 Octane gasoline for vehicles.

3.0 TECHNICAL REQUIREMENTS

3.1 Compliance

Aircraft engine failure or poor performance can be caused by fuel contamination or by using an improper fuel. Prior to USCG fuel truck refueling evolutions, the contractor and USCG representatives shall complete a clear-and-bright test on the fuel prior to delivery or transfer.

The contractor shall have a fuel quality assurance program.

3.2 Operations
