About this opportunity

The Department of the Navy Naval Facilities Engineering Command is seeking to procure design-bid-build construction services for renovating and expanding the B783 (P620) Engine Test Cell Facility at Naval Air Station Jacksonville, Florida. The project involves upgrading an existing two-bay facility to accommodate testing of Joint Strike Fighter engines and legacy jet engines, including renovation of approximately 25,000 square feet of existing space, expansion of approximately 16,000 square feet, and construction of two new augmenters totaling approximately 6,000 square feet. Work encompasses traditional construction elements, specialized acoustical attenuation, crane hoists, equipment procurement including thrustbeds and test cell support systems, data acquisition and control systems, fuel farm expansion, and electronic security systems infrastructure. The solicitation will use the tradeoff source selection process under FAR Part 15 negotiated procurement procedures, evaluating technical proposals, past performance, and price to determine the best value to the government. The pre-solicitation notice was posted on July 28, 2025, with the full solicitation expected to be available on or about August 12, 2025, and proposals due no earlier than 30 days after solicitation release.

This procurement is being conducted under full and open competition with no set-aside designation, following a determination that small business responses to a February 2025 sources sought notice indicated the requirement should proceed unrestricted. No incumbent contractor information is provided as this represents a new procurement that does not replace an existing contract. The project magnitude is estimated between $100,000,000 and $250,000,000, with the contract structured as a firm-fixed-price agreement under NAICS code 236220 (Commercial and Institutional Building Construction) which has a size standard of $45,000,000. The contract includes a 871 calendar day performance period from the date of award, and portions of the solicitation will contain Controlled Unclassified Information related to Joint Strike Fighter engine specifications, restricting access to U.S. citizens employed by U.S.-owned companies. A site visit will be conducted for interested offerors, with specific details to be provided in the forthcoming solicitation.
