About this opportunity

The Department of the Air Force Materiel Command Test Center is seeking a contractor to provide B747-400 simulator training for the 418th Flight Test Squadron. The solicitation is a Request for Quote (RFQ) for a three-year contract that includes a base year and two option years. The primary objective is to deliver semi-annual, full-motion flight simulator sessions for test pilots, allowing them to maintain proficiency in flight test planning and Safety Review Boards. The contract will use a lowest price technically acceptable evaluation methodology, with quotes assessed on technical capability and pricing. Offers are due by June 10, 2025, at 12:00 PM Pacific Daylight Time, and must be submitted via email to Contracting Specialist Denina Hudson and Contracting Officer Kimberly Tate.

This solicitation is designated as a 100% Small Business Set-Aside under the North American Industry Classification System (NAICS) code 611512 for "Flight Training" with a size standard of $34,000,000. The training will be conducted at Edwards Air Force Base in California, with two 4-hour simulator sessions per year targeting Test Pilots and Flight Test Engineers. The training sessions are scheduled for June and December of 2025 and 2026, focusing on maintaining pilot proficiency using a standard B747-400 simulator with various instrument approach types. While specific budget details are not explicitly stated, the contract will cover simulator configuration, training delivery, and associated support for the Air Force Test Center's flight test personnel. The government's intent is to award the contract without discussions, requiring offerors to submit their most competitive technical and price proposals in the initial submission.
