About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 19 is conducting market research for air flow balancing and air sampling services at the VA Medical Center in Sheridan, Wyoming. The requirement involves conducting air flow and balancing tests on a monthly basis in 3 areas containing 24 rooms and bi-annually in 3 areas containing 9 rooms. Contractors must provide comprehensive written results that comply with USP 797 standards and NEBB's Testing Adjusting and Balancing (TAB) procedures, including detailed fan design data, test data with CFM measurements, velocity readings, duct size specifications, and various static pressure measurements. The government is seeking information about potential contractors' capabilities and business size classifications under NAICS code 541380 (Testing Laboratories and Services) and Product Service Code B599 (Special Studies/Analysis Other). The response deadline for this sources sought notice is October 20, 2025, at 12:00 Mountain Time, with submissions required via email to JoEllen Vest at the VA.

This pre-solicitation notice does not specify any set-aside designation, indicating it will likely be open to full and open competition among all qualified contractors regardless of size classification. The government is particularly interested in identifying contractors' business classifications, including HUBZone, 8(a), small business, small disadvantaged business, service-disabled veteran-owned small business, veteran-owned small business, or large business designations. No incumbent contractors or current service providers are mentioned in the sources sought notice, suggesting this may be a new requirement or a contract coming up for recompetition. The notice does not provide specific contract value estimates or budget ranges, as this is strictly a market research exercise to determine the appropriate acquisition method. The scope involves ongoing monthly and bi-annual testing services, indicating a potential multi-year contract opportunity with regular, recurring service requirements at the Sheridan facility.
