About this opportunity
The National Institute of Standards and Technology (NIST) seeks demolition of Building 2A at its Boulder, Colorado campus, with proposals due August 12, 2026. The procurement is a Total Small Business set-aside under NAICS 238910 (Demolition Services), contract type Firm-Fixed-Price.
Work will be performed at 325 Broadway, Boulder, CO. Scope includes disconnecting all utilities to Building 2A, complete demolition and removal of the building and remaining contents, returning subgrade to elevation of adjacent soils, installing new concrete sidewalk, placing new asphalt flatwork at vehicular surfaces, applying new parking striping, and installing new parking lot luminaires. Estimated period of performance is 180 calendar days with an estimated start date of October 1, 2026.
Contractor personnel must comply with HSPD-12 physical access requirements and obtain appropriate background investigations. The contractor must submit a Site-Specific Safety Plan within 7 days of award for approval before Notice to Proceed. Key deliverables include Quality Control Plans, project schedule, construction daily reports, and detailed as-builts in PDF format, all due within 30 days of award.
Amendment 0001, published July 17, 2026, incorporates 49 offeror Requests for Information with government responses, revises the Statement of Work, and extends the RFI due date to July 22, 2026 (3:00 PM MT). Clarifications address hazardous materials (pricing assumes no known asbestos-containing materials with potential later modification), utility disconnection procedures, complete removal of concrete foundations, contractor responsibility for furniture and equipment removal, and limitation of engineering design requirements to specified scopes. - BACKGROUND INFORMATION
The Department of Commerce (DOC), National Institute of Standards and Technology (NIST) campus is located in Boulder, Colorado and is a research & development facility. DOC also consists of National Oceanic Atmospheric Administration (NOAA) and National Telecommunications and Information Administration (NTIA) agencies on the NIST campus. The Office of Facilities and Property Management (OFPM) at NIST is responsible for maintaining and renovating spaces which consist of laboratories, office space and facilities maintenance areas, except the David Skaggs Research Center.
- PURPOSE
The objective of this acquisition is to disconnect Building 2A (B2A) from all utility services supplied to the building, complete demolition/ removal of B2A and remaining contents, return subgrade to elevation of adjacent soils, installation of new concrete sidewalk, new asphalt flatwork at vehicular surfaces, new parking striping on asphalt surfaces and new parking lot luminaires for this section of the parking lot.
